The Englewood City Council has agreed to support the recommendat ion of the
Englewood Election Commission to participate in the coordinated election being
conducted by Arapahoe County on November 2, 1993.
The City Council will be adopting by ordinance the Uniform Election Code of 1992 as that
.code does not conflict with the provisions of the Englewood Home Rule Charter. When
· the ordinance is approved, a copy will be forwarded to you .
As we have discussed, the Charter time frame for return of nominatio n petitions is 5 :00
p.m. October 1. I have discussed this with Pat Holm of Sequoia Paci.fie, who has assured
me that Sequoia Pacific will be able to accommodate this time frame and provide
Arapahoe County with Englewood's ballots for mailing in accordance with the schedule
established by State statute (no sooner than 25 days or later than 15 days before the
election).
The other item which will require special attention is that Englewood's Home Rule Charter
stipulates that candidates shall be listed on the ballot A to Zand Zto A in alternate
precincts. You have previously been provided a list of Englewood's City precincts.
The intergovernmental agreement between the City and Arapahoe County requires prior
approval by City Council. The statutes provide that the agreement shall be entered into at
least 60 days prior to the election (September 3). In order to present this agreement to
City Council, Arapahoe County needs to provide us with more specific details as to the
cost and conduct of the election. A sample agreement based on the County's plan will aid
the process. Please note that the sample Memorandum of Agreement distributed at the
March 18, 1993, Clerks' meeting pertained to a precinct/polling place election and is
inappropriate for the mail ballot election. For your information, Counc il's meeting

schedule for July and August is: July 7, July 19, August 2, and August 16. I am certain
we both agree that the earlier we can have the agreement approved the better.
I am very pleased the Englewood City Council has endorsed the concept of a coordinated
election and has agreed to participate in the County's mail ballot. In closing, let me assure
you of our willingness to assist the County in every way possible to ensure a successful ·
election in 1993. ·
