HomeMy WebLinkAbout2002-03-14 TAC MINUTES• • City of Englewood , Colorado ENGLEWOOD TRANSPORTATION ADVISORY COMMITTEE Minutes of March 14, 2002 The regular meeting of the Englewood Transportation Advisory Committee was called to order at 7:10 p .m. in the City of Englewood Community Room by Director of Public Works, Ken Ross. Members Present: David Anderson Joe Christie Gary Dounay Betty Goosman Barbara Hodge Cinda Losee (Alternate Member) A quorum was present. Members Absent: None Also Present: Ken Ross, Director of Public Works Ladd Vestry, Traffic Engineer Linda Wilks , Recording Secretary Wendy Gracy, Transportation Analyst John Vobo ri l, Planner I, Community Development Dave Woolfall , Carter and Burgess Steve Tuttle, Transplan Associates, working with Carter and Burgess Joe Hart, David Evans & Associates, working with Carter and Burgess See attached sign-in sheet Director Ross asked if there were any additions or corrections to the minutes of February 14, 2002. Committee Member Dounay advised that, regarding the pedestrian signals at Broadway and Kenyon/Chenango, his inquiry pertained to the waiting time for walk indications, and not time allowed for crossing, as stated . A motion was made and seconded to approve the minutes as amended . Motion passed. Director Ross welcomed vis itors and invited their input. Director Ross introduced Wendy Gracy, Transportation Analyst for the Traffic Engineering Division, stating that Wendy 's initial project with t he City will be t o improve the bike trail system in Eng lewood. Dave Woolfall, from Carter and Burgess, introduced Joe Hart and Steve Tuttle, stating that they are working with Carter and Burgess to see Englewood's transportation plan through to completion. Regarding the draft 2001 Eng lewood Transportation Plan, Mr. Woolfall advised that the truck route map · was inadvertently omitted, and he will provide copies for Committee members as soon as possible. On a page by page basis, Committee members proceeded with a lengthy discussion and review process, offering numerous comments and suggestions. Page 2: • Add legends or footnotes to maps to better designate locations; • Regarding funding, change the word "scarce" to "competing needs" . • Page 3: • Separate business and resident comments; • Add Emergency Services comments to the Appendix. Page 4: • Suggest the term "way finding" be more explanatory; • Include business community with resident input in paragraph #5 under Promote a Quality of Transportation ... Page 6: • Add delineation on historic street map of four lane vs. six lane arterial roadways. Page 7: • Remove alleys from maps. Page 8: • Add range of dates and times of speeds on s5th percentile speed chart. Page 9: • Clarify tables for arterial crash data and collector crash data. Page 10: • Rephrase text to reflect that Swedish shuttle-type RTD routes are being considered for possible future implementation. Page 11: • Include bicycle/pedestrian recommendations, i.e., enhance connections to the Platte River Trail, Big Dry Creek Trail, Little Dry Creek Trail; provide connection from Little Dry Creek Trail at Market Center to CityCenter, etc.; • Include locations on the Bicycle and Pedestrian Facilities map for the Library, as well as CityCenter and Oxford Light Rail Stations. Page 12: • Provide more objectivity regarding Stop signs; • Provide study references to confirm information provided. Page 13: • Include locations of newly designated all-way stops at three Englewood schools. Page 14: • Add TAZ areas 916 and 917 on Population & Employment Growth table with asterisk to indicate that these zones include parts of other communities. Pages 17/18: • Add titles to these tables. Page 19: • Expand section on speeding to more fully correspond with concerns expressed at public meetings, as indicated in Figure 1-2, perhaps add information from the Appendix to this section. Page 20: • Rename Figure 4-2 to "Typical Cross Sections", and add Englewood's official cross sections. Page 22: • Consider upgrading Downing St. to a major collector on Figure 5-2 as traffic volume forecasts indicate that 14,000 cars/day will be traveling this roadway in the future; • Show Quincy Ave. from Broadway west as a minor collector, and remove Tufts Ave. as a minor collector; • Better define the difference in major and minor collector streets; • Remove "truck route" designations and replace with "streets that will accommodate trucks". Page 24: • Transfer traffic calming photos to the Appendix, as well as specific plans and costs; • Update Table 5-1. 2 • • • • • • General: • Add an additional page outlining the connection of the goals with the problems and then the potential solutions showing what choices are available to solve the problems. This information is contained in the Appendix and should be shown in the Plan. General discussion ensued regarding traffic calming, Glossary content and Appendix content. Committee Member Anderson requested a copy of the tallied votes that were cast by the public on comments received at the public meetings. Mr. Woolfall indicated he has that information and will provide copies to ETAC members. To facilitate a public meeting for the proposed 2001 Englewood Transportation Plan, Committee agreed that displays will be set up and available for public view at Civic Center during the week of April sth, and public input will be received during an open house in conjunction with the regular ETAC meeting on April 11th. Committee members will have an opportunity for additional input at that time, however final Committee action will be addressed at the May ETAC meeting. Director Ross will coordinate advertising the displays and pub li c open house in the upcoming Englewood Citizen, as well as the e-mail and mailing lists of previous public transportation meeting attendees. Mr. Woolfall will provide revised copies of the draft Plan to Committee members prior to the weekend of April 5th to allow ample time for Members' review. Committee Member Anderson reiterated his suggestion at the 6:30 study session meeting regarding appointing a subcommittee or core group to focus on an outreach approach to promote public input for ETAC projects . Remaining Agenda topics were postponed to a future ETAC meeting.
