HomeMy WebLinkAbout2003-12-11 TAC MINUTES• City of Englewood, Colorado ENGLEWOOD TRANSPORTATION ADVISORY COMMITTEE Minutes of December 11, 2003 The regular monthly meeting of the Englewood Transportation Advisory Committee was called to order by Chairperson Anderson at 7:01 p.m. in the City of Englewood Community Room. Members Present: David Anderson Joe Christie Betty Goosman Ken Ross, Director of Public Works, ex officio Members Absent: Gary Dounay Cinda Losee Ray Tomasso, City Council Liaison A quorum was present. Also Present: Ladd Vostry, Traffic Engineer Approval of Minutes Wendy Weiman, Transportation Analyst Linda Wilks, Recording Secretary John Co ll ins, Po lice Lieutenant See attached sign-in sheet Chairperson Anderson asked if there were any additions or corrections to the minutes of November 13, 2003. There being none, a motion was made and seconded to approve the minutes as presented. Motion passed. • Public Comment • Ms. Mimi Davis, 3182 S. Bannock St., stepped forward, and expressed her thanks and appreciation for staff's and ETAC's efforts to initiate the restricted parking program on the 3100 block of S. Bannock St. She is happy to be able to now park i n front of her house. Ms. Davis discussed her concerns regarding the conti nu ing problem of trash along Eastman Ave. near the Beauty College, and suggested that trash cans be installed along the north side of Eastman Ave. in the vic inity of the alleys closest to Broadway. Br ief discuss ion ensued . Director Ross stated he will look into accommodating this request. Old Business Chairperson Anderson stated that the Strategic Plan short term goals should reflect the Committee 's current ideas for its short term direction, and, therefore, before finalizing the list, he would like to pursue this discussion when all members are present. Committee Members Goosman and Christ ie concurred. New Business There was no New Business. Director's Choice • Director Ross advised that the all-way stop at Tufts Ave. and Kno x Court was approved by City Council on second reading on December 15 \ with a 7-0 vote . The stop signs were installed three days later. Mr. Ross stated that, once the signs have been in place for a period of about three months, he will ask Traffic Engineer Vostry to conduct a speed study on Tufts Ave. between Irving St. and Lowell Blvd. to determine if the all-way stop has affected the speed and the number of vehicles traveling that stretch of Tufts Ave. • Director Ross reported that, at the December 8th study session, City Council discussed the ETAC sunset provision and determined that the Committee will continue, and that no additional sunset provisions will be impo sed. Mr. Ross stated that the ordinance will go to City Council on December 15th for first reading, and the second reading will take place on January 5th, followed by the 30 day publication requirement. • Director Ross advised that City Attorney Brotzman is re-drafting the proposed go-ped ordinance for Counc il 's consideration at the January 26, 2004 study session. • With regard to implementation of the parking restrictions on the 3100 blocks of Acoma and Bannock Streets, Traffic Engineer Vostry advised that, initially, flyers were distributed to the residents in this area advising them of the process and schedule for obtaining their permits; the signs were posted on December 3, 2003. Mr. Vostry noted that there was a grace period, after the signs were installed, of about 10 days prior to police issuing parking citations. At Chairperson Anderson's inquiry, Mr. Vostry stated that other areas in Englewood where parking restrictions have been implemented include several blocks area Englewood High School, Swedish Medical Center, the Englewood Light Rail Station , and now these blocks on Acoma and Bannock Streets. • Director Ross suggested that perhaps ETAC may wish to discuss the Committee's policy regarding meeting attendance. Copies of the City ordinance, adopted by ETAC in June, 2003, were distributed. Brief discussion ensued regarding the attendance of Committee Member Losee. Chairperson Anderson noted that, because of Ms. Losee's demanding work schedule, she is considering not applying for reappointment when her term expires in February. Mr. Anderson opined that, of the visitors who have attended ETAC meetings over the past year, there are several he would like to see apply for appointment to the ETAC. Mr. Ross noted that the recording secretary of each board and commission provides City Council with an attendance report two times per year. Mr. Anderson stated he will speak with Ms. Losee again regarding her intentions. Chairperson's Choice • Chairperson Anderson inquired whether or not ETAC will have the opportunity to meet with City Council in 2004 for a round table discussion, similar to their meeting with Council in 2002. Director Ross stated he will make some inquiries. Mr. Anderson stated he was just wondering if holding meetings of that type were standard to keep in touch with the boards and commissions. Mr. Anderson stated that now having a City Counc il liaison on ETAC should improve communications with Council. There was brief discussion regarding ETAC's Council liaison, Ray Tomasso. • At Chairperson Anderson's inquiry, Traffic Engineer Vostry stated he will check the function of the variable speed sign that was recently installed on Quincy Ave. at Jason Park. Mr. Vostry stated that the sign should show a zero speed until the radar indicator detects the speed of an approaching vehicle, at which time it will post "Your speed is ... ",and will begin flashing the vehicle's speed if exceeding the speed limit. • Chairperson Anderson asked Members to consider volunteering to fill the chairperson position, since the term limits stated in the ordinance prohibit him from serving another term in that position. Mr. Anderson's term as Chairperson expires in February, 2004. Committee Members' Choice There were no Committee Member comments.
