HomeMy WebLinkAbout2006-07-13 TAC MINUTES• • • City of Englewood, Colorado ENGLEWOOD TRANSPORTATION ADVISORY COMMITTEE MEETING Minutes of July 13, 2006 The regular monthly meeting of the Englewood Transportation Advisory Committee was called to order by Chair Anderson at 6:35 p.m. in the City Council Conference Room at the City of Englewood Civic Center. Members Present: David Anderson, Chair Betty Goosman, Vice-chair Mark Craft Danielle Gregory Ray Tomasso, Council Liaison Rick Kahm, Director of Public Works, ex officio Members Absent: Daryl Kinton A quorum was present. Also Present: Ladd Vostry, Traffic Engineer Linda Wilks, Recording Secretary Commander Jeff Sanchez Approval of Minutes Chair Anderson asked if there were any additions or corrections to the minutes of June 8, 2006. There being none, a motion was made and seconded to approve the minutes as presented. With all Members present voting aye, the motion passed . Public Comment There were no visitors present. Old Business There was no Old Business. New Business There was no New Business. Director's Choice • Director Kahm advised that, in response to Chair Anderson's inquiry at the June ETAC meeting, the electronic speed sign on Logan St. has been raised so that parked vehicles cannot block view of the sign for southbound motorists. • Director Kahm noted that the Traffic Division is currently in the process of conducting a follow up speed study on Oxford Ave. between Broadway and Lipan St. This study is part of a traffic calming improvements project initiated by ETAC and installed in 2005. Traffic Engineer Vostry stated the results of the speed study will be presented at the August ETAC meeting. • With regard to the Golf Course Redevelopment Project, scheduled to begin later this year, Director Kahm reported that clean up of the site will include hauling debris from the golf course to a dump located at Hampden Ave. and Gun Club Road. The proposed route for this removal is Oxford Ave. to Santa Fe Drive, 1 north to Hampden Ave., and then east on Hampden making their way to Gun Club Road. It is estimated that, during the clean up process, approximately 90,000 truckloads will be hauled along this route at a frequency of one truck every five minutes for approximately 9 months, 20 hours per day, seven days per week. Mr. Kahm said that City staff will closely monitor the truck flow from this project and, if necessary, take steps to prevent any infiltration onto Englewood residential and collector streets. Brief discussion included the status of the Sheridan Redevelopment Project; the proposed Englewood Walmart expansion and parking requirements; construction of the Bates Light Rail Station and possible incorporation of additional RTD parking for the Englewood Station, etc. Mr. Kahm suggested that parking conditions may improve in and around the Englewood Station, as well as adjacent neighborhoods, once the T-Rex Southeast Corridor Light Rail line opens in November. To Chair Anderson's inquiry, Mr. Kahm advised that plans for redevelopment of the Denver Seminary site at University Blvd. and Hampden Ave. are, once again, progressing. The project, renamed Kent Place, will be somewhat smaller than the one originally presented in 2003-2004. Mr. Kahm said he expects that the traffic configuration presented with the original plan will remain in tact. Chairperson's Choice • Chair Anderson inquired whether or not the City is considering plans to close Broadway in conjunction with the Englewood Days event on September 9th. The event is being sponsored by the Englewood Merchants' Association. Council Liaison Tomasso responded that 75% of the Broadway businesses were not in favor of closing Broadway because 50% of their weekly sales is produced on Saturdays. City Council agreed that Broadway should remain open during the event. To facilitate the safety of participants, City staff will reduce the speed limit through this stretch of Broadway, and possibly purchase some traffic message signs that could be used to help slow traffic and, additionally, could be used to advertise the event. Mr. Kahm noted that the message signs could, thereafter, be used for road construction and other city projects. Brief discussion ensued regarding the Acoma parking lot, which is the planned site for the car show; Mr. Kahm noted that sale of the lot is scheduled to take place prior to the Englewood Days event, but possibly the Merchants' Association could work out an agreement for its use with the new owner. • To Mr. Anderson's inquiry, Director Kahm advised that there has been no contact from residents near the Gothic Theater regarding permit parking that was initiated by ETAC in 2003. • Mr. Anderson noted that, after driving the Oxford Ave. corridor recently, he observed that the electronic speed limit sign does not appear to be detecting accurate speed of passing vehicles. Traffic Engineer Vostry explained that a break in traffic flow is needed in order for the radar equipment to reset itself for the next oncoming vehicle. Mr. Vostry stated he is upgrading the software for that equipment. Committee Members' Choice • To Council Liaison Tomasso's inquiry, Director Kahm stated that there has been some discussion through the City Manager's office regarding street signage to facilitate locating the Library, Hampden Place, and MOA facilities at Civic Center. 2 • • • • Committee Member Craft inquired about Gothic Theater patrons who, one evening in June, had parked their vehicles in a through lane of traffic on Floyd Ave. adjacent to the Hollywood Video store. Mr. Craft • said, after he observed the violation and called the Police Department, the drivers were ticketed, however the vehicles remained in place until the Gothic Theater performance ended. Mr. Craft wondered if, in fact, the vehicles should have been towed. Commander Sanchez stated he will check into this incident. • • To Mr. Craft's inquiry, Commander Sanchez advised that both fire and paramedic vehicles have a mechanism that gives emergency vehicles priority through traffic lights. • Commander Sanchez reported that a fatal accident occurred recently on westbound S.H. 285 near Old Hampden Ave. Englewood Police responded, however, it was determined that this particular area falls under the jurisdiction of Arapahoe County. Adjournment Director Kahm acknowledged copies of a memo that were distributed to Members this evening regarding the Board and Commission Appreciation Night, scheduled for August 28, 2006 at 6:00 p.m. at Centennial Park near Brent Mayne Field.
