HomeMy WebLinkAbout2007-10-11 TAC MINUTES• • • City of Englewood, Colorado ENGLEWOOD TRANSPORTATION ADVISORY COMMITTEE MEETING Minutes of October 11, 2007 The regular monthly meeting of the Englewood Transportation Advisory Committee was called to order by Chair Anderson at 6:34 p.m. in the City Council Conference Room, City of Englewood Civic Center. Members Present: David Anderson , Chair Andy Berger Daryl Kinton James Weeks, Alternate Member Rick Kahm, Director of Public Works, ex officio Members Absent: Mark Craft Danielle Gregory Ray Tomasso, Council Liaison Also Present: Ladd Vostry, Traffic Engineer Linda Wilks, Recording Secretary Note: A quorum was not present when the meeting was called to order. Committee Member Kinton entered the meeting at 6:51 p.m. Approval of Minutes Approval of the minutes for September 13, 2007 was postponed until the November meeting. Public Comment There were no visitors present. Old Business There were no items presented for discussion under Old Business. New Business There were no items presented for discussion under New Business . Director's Choice • Copies of recent speed study comparisons for Dartmouth , Oxford, Logan and Quincy were distributed for rev iew and discussion . Traffic Engineer Vostry explained that the blue numbers on the first page indicate the 2006 comparison with 2005, the green numbers indicate the 2007 comparison with 2006. The table on the third page shows a total decline, for the four locations , of 10% from 2005 to 2006, and a total decline of 13.9% from 2006 to 2007 . Director Kahm was very encouraged by these speed reductions, and the fact that speeds continue to decline. Mr. Kahm recalled that, when plans were being developed for the Oxford Avenue traffic calming project, it was suggested that the temporary asphalt islands could be replaced with permanent concrete structures should the program produce positive results. However, because of the City's current budget concerns, Mr. Kahm stated that he will not be recommending replacing the temporary islands at this time, even though speed studies show a significant reduction in speed. It was noted that the temporary islands continue to be structurally sound. Mr. Kahm noted, however, that consideration may be given to lengthening the left turn lane at Oxford and Cherokee in the near future. Brief discussion ensued. Chair Anderson asked if volume studies can be included with speed studies that will be conducted on Oxford Ave . over the next 2-3 years. Mr. Vostry said absolutely. • Mr. Vostry advised that he has recently received a couple of inquiries from citizens regarding possible placement of electronic speed signs on Logan St. between Hwy. 285 and Belleview Ave. Mr. Kahm noted that, because funds are not being spent in connection with joining the Rocky Mountain Rail Authority, it may be possible to purchase one or two additional electronic speed signs for these areas on Logan. Brief discussion ensued regarding the time frame for receiving power drops from Xcel Energy for the signs. Brief discussion took place regarding the possibility of reducing the brightness of the electronic speed sign on Dartmouth Ave. because of the disturbance it creates for residents during nighttime hours. • As a follow up, Mr. Kahm reported that City Council, at the upcoming Monday night Council meeting, will be reviewing the Council Communication and proposed ordinance to approve the City's membership in the Rocky Mountain Rail Authority, as recommended by ETAC, and appointing Council Member Ray Tomasso to serve as the City representative, and Council Member Bob Mccaslin as alternate. • Mr. Kahm noted that he responded to an inquiry from City Council regarding potential impacts on neighborhood traffic patterns on, and adjacent to, Oxford Ave. east of Santa Fe as a result of Sheridan's River Point development. The traffic signal at Santa Fe and Oxford is operated by the Colorado Department of Transportation (CDOT), and they have advised that they will not be making any major adjustments to the signal timing at that location. With the timing of that intersection, and the signal timing at Navajo and Oxford (which is controlled by Englewood), a sort of physical barrier can be created that will make it inconvenient for motorists to cross Santa Fe into the Englewood neighborhoods. In the meantime, staff plans to contact the City of Sheridan to obtain a copy of their traffic study in order to learn more about their proposed traffic flow patterns to and from their development site. Chairperson's Choice Chair Anderson asked that a report be provided explaining why Safety Services is no longer attending ETAC meetings. Mr. Anderson opined that their input is valuable. Brief discussion ensued. Mr. Kahm stated he will contact Acting Safety Services Director Vandermee. Brief discussion ensued regarding the street overlay program. Committee Members' Choice • Committee Member Kinton advised that RTD has acquired a number of new light rail train cars, which will now allow three cars for each of their light rail trains.
