ENGLEWOOD TRANSPORTATION ADVISORY COMMITTEE MEETING
Minutes of July 10, 2008
The regular monthly meeting of the Englewood Transportation Advisory Committee was called to order
by Chair Anderson at 6:32 p.m. in the City Council Conference Room, City of Englewood Civic Center.
Roll Call.
Present: David Anderson, Andy Berger, Daryl Kinton, Randy Penn (Not voting), James Weeks, Jennifer
Jones (Not voting), Rick Kahm (ex officio)
Absent/Excused: Danielle Gregory
A quorum was present.
Also Present: Ladd Vostry, Traffic Engineer
Linda Wilks, Recording Secretary
Sergeant Mike O'Connor
Chair Anderson introduced and welcomed Jennifer Jones, who has been appointed to serve as Alternate
Member for ETAC. Ms. Jones noted she also serves on the Keep Englewood Beautiful Committee.
Approval of Minutes
A quorum of Members attending the meeting of May 8, 2008 was not present. Approval of the minutes
will take place at the September ETAC meeting .
Public Comment
There were no visitors present.
~ Old Business
• Traffic Engineer Vostry discussed potential increases in traffic along the Oxford Ave. corridor east of
Santa Fe as a result of the opening of Sheridan's redevelopment site. The consultant that initially conducted
Sheridan's traffic study in preparation for the opening of their redevelopment project has now been hired by
the City of Englewood to prepare a traffic summary for .the Oxford corridor eastof Santa Fe to provide staff
with a synopsis of expected changes in traffic as Sheridan's site opens beginning the end of July. Staff
recently conducted traffic studies on Oxford, Windermere and Navajo, as well as near the pedestrian signal
between Jason and Inca, to create a comparison base. Director Kahm reiterated that Englewood plans to
install cameras in this area, as well as further east at Oxford and Broadway. The camera system will collect
speed and volume data, as well as monitor vehicle classification; the system will be installed near the
pedestrian crossing between Jason and Inca on Oxford. When the cameras are installed, staff will begin
monitoring the changes in traffic to get a feel for the patterns that develop. Mr. Kahm stated that the State
has assured us they will not increase the green time for east/west traffic crossing Santa Fe, and he believes
that the traffic signal at Navajo and Oxford, because of its close proximity to Oxford and Santa Fe, may
• create somewhat of a barrier for motorists going to and from the Sheridan redevelopment site. Mr. Kahm
commented that, since traffic improvements on Oxford were implemented a couple of years ago, truck traffic
has been reduced significantly. Mr. Vostry stated that, over the next few months, after the Sheridan facility
opens, he would like to monitor any changes in traffic patterns that may take place, and then begin making
adjustments as needed.
• Council Liaison Penn inquired about the status of a citizen's request to install electronic speed signs in
the 4300-4400 blocks of S. Logan St. Director Kahm stated that speed studies that were recently conducted
indicated an s5th percentile speed of'32 mph on this stretch of Logan, adding that a number of residents in
the area indicated they were not in favor of the signs being installed. Staff will continue to monitor the area.
New Business
Committee Member Weeks inquired if a traffic study has been conducted, or requested, for the planned
arts center on Acoma St. south of Englewood Parkway. Director Kahm said that the project is in the very
beginning planning stage, and studies have not been requested. Brief discussion ensued.
~ Director's Choice
• Director Kahm discussed the status of the Broadway Streetscape Project, which involves replacing
the medians on Broadway from Tufts Ave. to Belleview; completion is expected in early September.
In addition to the medians project, the City's undergrounding fund, through Xcel Energy, is providing
funding to replace the street lights on this stretch of Broadway as well as to underground the street lights
electrical feed.
Mr. Kahm noted that the traffic signal at Tufts and Broadway is also currently being rebuilt. Mr. Vostry
said that both contractor and in -house manpower are being utilized to complete this project.
• ~ Director Kahm advised that the Microsurfacing project, having treated 100 City blocks, is now
complete. Cape Seal is currently being applied to more heavily traveled streets such as Oxford and Navajo,
and will be complete within the next few days. The Overlay project will take place over the next two to
three months. Striping the newly resurfaced roadways will be coordinated with, and provided by, the City of
Littleton in the near future, a program exchanged with Englewood for rotomilling. In the meantime,
crosswalks, as well as lane tabs, are being installed at the completion of each resurfaced roadway to
maintain the safety of motorists and pedestrians. Discussion ensued.
l~ Chairperson's Choice
• Chair Anderson inquired about plans for Englewood Days. Director Kahm advised that there is a new
sponsor for this year's event, and the date has been moved back to October 4th . Additionally, the location
has been moved to the Walmart parking lot at CityCenter and could possibly spread east and west along
Englewood Parkway. Discussion ensued.
• Mr. Anderson asked about RTD meetings scheduled for citizen input regarding bus service. Committee
Member Kinton advised that the meetings have already taken place, and, he added, he is still receiving
comments from individuals unhappy that the Littleton stop for the AT (airport) bus has been eliminated from
the schedule. Because of budget issues, other cuts in bus routes have been made, as well. However, Mr.

Kinton added that it does not appear there will be any major cuts in bus service in Englewood in the
foreseeable future. Discussion ensued. Mr. Anderson stated he read there is a possibility that fuel
• surcharges could be added to the fare box. Mr. Kinton responded that some other cities in the country have
already begun adding surcharges to their fares, however, in Denver, this possibility is only in the discussion
phase.

• Mr. Anderson inquired about possible affects on traffic with construction of the new office building at
Yale and Broadway. Traffic Engineer Vostry stated there are three accesses planned for the property, and
little, if any, impact on traffic is expected.
~ Committee Members' Choice
• Council Liaison Penn reported that City Council will be discussing RTD Light Rail parking issues at their
upcoming meeting on Monday. RTD has presented three plans for consideration regarding the 440± parking
spaces they still owe the City for the Englewood Light Rail Station.
Mr. Penn advised that the Colorado Rail Authority continues to meet monthly regarding the proposed
high speed transit from Golden to Grand Junction along the 170 corridor. Brief discussion ensued.
• Officer O'Connor, advised business is running smoothly. Officers are currently undergoing training in
crowd control, first amendment issues, etc. in preparation of the upcoming Democratic National Convention.
Officer O'Connor exited the meeting at 7:34 p.m. to cover other official b.usiness.
• Committee Member Weeks expressed concern for pedestrian traffic on Yale Ave. at Lincoln St. Traffic
Engineer Vostry stated he has, in the past, talked with management of the church, which is located on the
Denver side of Yale Ave., and will speak with them again, asking that they request their parishioners to cross
Yale on the east side of Lincoln where the parking lot is located. Mr. Vostry said he will take a look at the
area regarding possible safety measures that could be put into place, and, additionally, check with Denver's
traffic division. Educating the public was also discussed.
• Chair Anderson encouraged ETAC Members to attend the upcoming Board and Commission
Appreciation Night, scheduled for August 11, 2008 at Pirates Cove.
