ENGLEWOOD TRANSPORTATION ADVISORY COMMITTEE MEETING
Minutes of September 11, 2008
The regular monthly meeting of the Englewood Transportation Advisory Committee was called to
order by Chair Anderson at 6:32 p.m. in the City Council Conference Room, City of Englewood Civic Center.
Roll Call.
Present: David Anderson, Danielle Gregory, Andy Berger, Daryl Kinton, Randy Penn (Not voting), Jennifer
Jones (Not voting), James Weeks, Rick Kahm (Not voting).
Absent/Excused: None.
Daryl entered at 6:33.
James entered at 6:34.
A quorum was present.

!rt] Approval of Minutes
Chair Anderson asked if there were any additions or corrections to the minutes of May 8, 2008; there
being none, a motion was made and seconded to approve the minutes as presented. Mr. Anderson asked if
there were any additions or corrections to the minutes of July 10, 2008; there being none, a motion was
made and seconded to approve the minutes as presented. Motions passed to approve the minutes of May 8,
2008 and July 10, 2008.
~ Public Comment
Englewood resident Gary Kozacek was present to speak with ETAC Members regarding damage, caused
by vehicles, to the traffic calming features on Oxford Ave. near the Englewood Recreation Center. Mr.
Kozacek distributed copies of photographs showing the damage, consisting of black tire marks, broken flex
flag poles, and chipped concrete curbing . Mr. Kozacek said, averaging a couple times per week, vehicles hit
the curb of the devices and blow their tires. Additionally, snow plowing in the winter clogs the gutter,
preventing drainage. Vehicles are also swerving to avoid a manhole cover just to the west of the eastbound
lane and, in so doing, hit the adjacent traffic calming island. Mr. Kozacek asked that the City consider some
changes that will help to prevent possible accidents from motorists hitting the islands. Traffic Engineer
Vostry noted that these flex flag poles are replaced from time to time, as they are at other locations in the
City, not only because of damage by vehicles, but also because of dirt and pealing of the reflective stripes,
etc. Mr. Vostry stated he will have the flags at this location checked more frequently and replaced as
needed. Discussion ensued. Mr. Vostry reiterated that the intent of effective traffic calming devices is to
slow traffic by making it more difficult for motorists to maneuver the roadway, thus slowing traffic. Mr. Kahm
stated he will have staff look at some alternatives to heighten the visibility of the islands, and additionally,
will ask that the Streets Division concentrate on keeping the storm drain open at the southeast corner of
Oxford and Lipan during winter. Staff will also check the need to alter the height of the manhole cover at
this location. Installing new signage was discussed.
Brief discussion ensued regarding truck traffic on Oxford Ave.
Old Business
Director Kahm advised that staff is in the process of obtaining camera equipment for installation at
Oxford and Navajo. This will allow continuous monitoring, in all directions, for potential increases in traffic in
this area as the retail businesses at Sheridan's River Point development site continue to open. Additionally,
on Oxford Ave., a second camera has been installed at the mid-block crossing near Jason St. that conducts
volume and speed counts, as well as vehicle classifications. A camera has been installed, as well, at Kenyon
and Broadway that monitors traffic conditions in all directions. A camera will be installed, at a later date, at
Oxford and Broadway.
Council Liaison Penn inquired further about traffic increases due to the opening of Sheridan's River
Point development. Traffic Engineer Vestry advised that the consultant who initially conducted Sheridan's
traffic study for their redevelopment project has provided information to Englewood for the Oxford corridor
east of Santa Fe. The consultant's study results indicate that the traffic volume on Oxford from Santa Fe to
Navajo, currently, is approx. 15,000 vehicles per day, and approx. 7,800 vehicles per day on Oxford at
Broadway. The consultant advised that the traffic at Oxford and Navajo functions well, however, during the

p.m. peak, queuing for westbound Oxford at Santa Fe may cause queues on northbound and southbound •
Navajo. The consultant projects that when the Sheridan project is fully operational, traffic on the Oxford
corridor could increase as much as 25%, however, they do not expect a large increase in traffic volume at
Oxford and Broadway from this project. Staff will continue to monitor the area and make adjustments as
needed to manage the change in traffic patterns as the Sheridan businesses open and are more widely used.

Director's Choice
• Director Kahm reported on the status of construction of the Broadway median project between Tufts
Ave. and Belleview. Concrete work is complete, and landscaping is expected to begin in the next couple of
weeks. The Streets Division is expected to complete overlaying that section of Broadway by the middle of
October. Additionally, the traffic signal rebuild project at Tufts and Broadway is complete, as is Xcel
Energy's street lighting project between Tufts and Belleview.
• Mr. Kahm stated that the 2008 street paving projects, with the exception of the Broadway overlay
south of Tufts Ave., are complete. He noted that the price of asphalt has recently increased 20% in the
Denver area.

'~ Chairperson's Choice
• With recent City Council concern regarding the timeliness of receiving copies of approved Board and
• Commission minutes, Chair Anderson asked for input on streamlining the approval of ETAC minutes so that
Council and interested citizens will have that information in a more timely manner, particularly since ETAC
now meets only bi-monthly. Following discussion, Members agreed that receiving the minutes by email for
review within a month of the meeting, followed by a telephone poll for approval, would provide approved
minutes to Council within a reasonable time.

• Chair Anderson noted that he will step down from serving as ETAC's Chair when his term ends in
February, and stated that election of ETAC officers normally occurs at the February meeting of that election
year. Since ETAC now meets bi-monthly, however, there will be no meeting in February. Mr. Anderson
asked that Committee Members give consideration to running for the positions of Chair and Vice-chair, for an
election to take place, most likely, in March.
~ Committee Members' Choice
• Committee Member Weeks asked if there had been any conversation with management of the church
on the north side of Yale Ave. at Lincoln St. regarding pedestrians crossing Yale. Traffic Engineer Vostry
stated he talked to management regarding educating their folks about crossing Yale in a safe manner. Mr.
Weeks said he has not recently observed pedestrians crossing unsafely at that location.
• Committee Member Kinton reported that RTD has a number of public meetings scheduled in the near
future regarding scheduling changes, i.e. Fastracks, fare changes, as well as a public meeting regarding the
extension of the southwest corridor. Mr. Kinton noted that schedule changes affecting Englewood would
include the elimination of some of the C trains going to Union Station.
Director Kahm elaborated that the southwest corridor light rail line extension, mentioned by Mr. Kinton,
is important to Englewood in that the end-of-the-line station will be on property that was purchased from
the City of Englewood by RTD. Mr. Kahm is hopeful that the contract will be presented at the upcoming RTD
Board meeting.
• Council Liaison Penn commented that Council has plans to make some improvements to future annual
board and commission recognition ceremonies .
Mr. Penn inquired if Police Patrol will be continuing to monitor the elementary schools to ensure that
parents are dropping their children off on the school side of the block so they don't have to cross the street.
Sgt. O'Connor said, yes, it is an ongoing process.
