ENGLEWOOD TRANSPORTATION ADVISORY COMMITTEE MEETING
Minutes of November 13, 2008
The regular bi-monthly meeting of the Englewood Transportation Advisory Committee was called to
order by Chair Anderson at 6:40 p.m. in the City Council Conference Room, City of Englewood Civic Center.
Roll Call.
Present: Andy Berger, David Anderson, James Weeks, Jennifer Jones (Not voting), Randy Penn (Not
voting), Rick Kahm, Ex officio (Not voting).
Absent/Excused: Danielle Gregory, Daryl Kinton.
A quorum was present.
Also Present: Ladd Vostry, Traffic Engineer

~ Approval of Minutes
Chair Anderson acknowledged the October 8, 2008 telephone poll for approval of minutes for the
meeting of September 11, 2008. There were no additions or corrections; the minutes were approved as
presented by Committee Members Anderson, Gregory, Berger and Weeks; Committee Member Kinton was
not available .
Public Comment
There were no visitors present.
Old Business
~ Traffic Engineer Vostry provided some additional information regarding camera equipment installation
at the Oxford and Navajo intersection . The contractor will begin installation next week, with completion
expected within two weeks. The camera will provide traffic counts, and monitoring of traffic conditions;
timing adjustments can also be made by using the information provided by this system. Brief discussion
ensued. Mr. Vostry stated that a similar camera was provided to the City by CDOT at the Santa Fe and
Dartmouth intersection so that City traffic timing along Dartmouth can be adjusted to work with the State 's
timing on Santa Fe.
New Business
There were no items presented for discussion under New Business.
Director's Choice
~ Director Kahm reported that, in response to Englewood resident Kozacek's inquiry at the September
11 th ETAC meeting, some additional reflective placards have been placed on the traffic calming islands along
• Oxford Ave. to provide additional visib ility for motorists. The manhole cover in question was covered with
asphalt to eliminate the depression in the road surface. Mr. Kahm advised that review of past traffic records
show no accidents or reports made on the incidents described by Mr. Kozacek. Only a handful o~-accident
reports have been filed since the traffic control islands were installed in 2005 . Council Liaison Penn inquired
whether or not signage could be installed for southbound double left turning vehicles from Santa Fe onto
eastbound Oxford Ave. to indicate that one lane turns onto Navajo while the other lane continues east on
Oxford. Traffic Engineer Vostry indicated he will talk with CDOT regarding this issue.
• Director Kahm reported that the Broadway Streetscape Project and Broadway Overlay are now
complete, with the exception of only a few minor punch list items. Mr. Kahm noted that staff continues to
look for opportunities for future completion of the section of Broadway from Quincy to Tufts. Mr. Kahm
advised that the Parks Division has increased their 2009 budget for weed control along Broadway. Brief
discussion ensued.
1~ Chairperson's Choice
Chair Anderson inquired about the City's efforts for the upcoming snow season. Director Kahm advised
that Englewood is prepared, budget is in place. Mr. Kahm added that the only budget shortfall he is aware
of was when the 2006-07 blizzards hit. Mr. Kahm stated that, following the 2006-07 blizzards, the City
budgeted for a four-year paving plan, and staff has, thus far, made a lot of headway in restoring the
condition of our street system. Brief discussion ensued regarding the snow removal hardships faced by
business owners along state highways, which are created by CDOT's roadway snow removal policies on state

highways. •
El Committee Members' Choice
• Council Liaison Penn reported that City Council has approved a $500 membership fee to the Rocky
Mountain Rail Authority. Mr. Penn stated that the Authority is moving forward with environmental impact
studies as well as other planning efforts to create a high speed rail system from Golden to Grand Junction.
Discussion ensued.
• Committee Member Berger asked about snow removal assistance from the City for elderly and
physically impaired citizens. Mr. Penn stated he will look into a program that is offered through the Parks
and Recreation Department and provide information to Recording Secretary Wilks to forward on to ETAC
members. Discussion ensued regarding the Neighborhood Watch Program.
Adjournment
There being no further business, the meeting was adjourned at 7:12 p.m.
