ENGLEWOOD TRANSPORTATION ADVISORY COMMITTEE MEETING
Minutes of May 14, 2009
'l?Jj 'The regular monthly meeting of the Englewood Transportation Advisory Committee was called to order
by Chair Anderson at 6:34 p.m. in the City Council Conference Room, City of Englewood Civic Center.
Roll Call.
Present: David Anderson, Danielle Gregory, Andy Berger, Daryl Kinton, Jennifer Jones (not voting), Rick
Kahm (not voting). Randy Penn (not voting)
Absent: James Weeks
A quorum was present.
Also Present: Ladd Vostry, Traffic Engineer

~k Approval of Minutes
Chair Anderson acknowledged the March 19, 2009 email poll for approval of minutes for the meeting of
March 12, 2009. The minutes were approved, as presented, by Committee Members Anderson, Berger,
Gregory, and Kinton.
• Ef Public Comment

Englewood residents Elaine Hults and Mark Craft were present. Ms. Hults requested that consideration
be given to install left turn signals for south bound traffic on Broadway turning east onto Floyd Ave. Ms.
Hults explained that because of heavy traffic on Broadway, it is difficult for drivers to make that left turn,
particularly onto eastbound Floyd Ave., and, additionally, left turn signals would also help to prevent
accidents at this location. Traffic Engineer Vostry indicated he will monitor this situation and take action as
needed.
Additionally, Ms . Hults discussed the disturbance caused by motorcycle noise, particularly during
nighttime hours. Chair Anderson recalled that this issue was presented to ETAC every Spring by former
Committee Member Craft. Council Liaison Penn suggested that staff check the noise levels. Discussion
ensued.
Ms. Hults inquired whether or not the alley behind the Broadway Post Office can be posted as a one-
way alley to eliminate some of the congestion resulting from drivers exiting the post office and drivers
coming into the alley to park at Simon Center. Discussion ensued. Mr. Vostry will observe that situation.
Mr. Craft asked if no parking signs can be installed along westbound Floyd Ave. from Broadway to
Acoma St. to prevent Gothic patrons from parking in the through lane of traffic in that area. Traffic Engineer
Vostry explained that the signs could be installed, however, it is already illegal to park in a through lane of
traffic. Other parking alternatives were discussed.
Council Liaison Penn stated he will include these items for discussion at an upcoming Study Session
with City Council. The City will be in contact with Ms. Hults and Mr. Craft regarding these issues. Ms. Hults
commended Englewood's Police Department for the great job they do.

Tour postponed until all Members are present.
~ Old Business
Council Liaison Penn asked whether or not the resident living near the Lehigh Post Office has been in
recent contact with Traffic Engineer Vostry regarding her concerns with Post Office employees parking in
front of her residence. Mr. Vostry said the last he heard from her was a phone message that she will pursue
a petition of residents on her block; Mr. Vostry returned her phone message but he has not received any
further contact. Mr. Penn stated he contacted the Post Office and was advised there were some new
employees who perhaps hadn't been informed of the agreement not to park in that area. Mr. Vostry will
wait to hear from her before taking any action. Brief discussion ensued.
New Business

• Director Kahm updated Committee on the progress of obtaining graffiti removal from the City of

Sheridan on the railroad bridge at Oxford and Santa Fe. Mr. Kahm advised that Traffic Engineer Vostry has •
been in contact with Sheridan, but they have taken no action to remove the graffiti. Mr. Kahm said that,
because this location is an entryway into the City of Englewood, he may ultimately have City staff remove
the graffiti.
• Director Kahm noted that he was contacted by a resident at Bates and Clarkson regarding speed
control on Clarkson. The resident's dog was hit by a car at that location. Mr. Kahm stated recent traffic
study indicates that Clarkson does not carry a high number of vehicles, typically near 1,000 per day with
speeds between 30-35 mph, which is normal. Mr. Vostry will advise the resident of the traffic study results,
and if she wants to pursue some sort of speed control, we will suggest she visit with ETAC. Sergeant
O'Connor commented that this area is police enforced frequently during the day. Brief discussion ensued.
• With regards to Committee's inquiry pertaining to creating publicity for City Boards/Commissions,
Recording Secretary Wilks said she contacted Communications Coordinator Hoffhines. Ms. Hoffhines said
she would be happy to publish write ups in the Englewood Citizen as space is available. Committee agreed
that something similar to ETAC's opening paragraph on the City's web page would be appropriate for
publication, and other interested boards and commissions may also want to provide their information.
Committee Member Gregory also suggested that the one liners in the City's calendar could also be used to
highlight the boards/commissions when only smaller spaces are available. Discussion ensued.

~ Chairperson's Choice
• Chair Anderson, referring to earlier discussion, noted that he would not be in favor of posting the
Broadway Post Office alley as one-way. Mr. Anderson said he believes there would too many violators.
Further discussion ensued. Director Kahm suggested that posting a right-turn-only sign for post office
patrons entering the alley might persuade the majority of drivers to exit onto Girard rather than Floyd.
• Chair Anderson commented that he enjoyed the new Englewood Farmer's Market. Brief discussion
ensued.

• Council Liaison Penn reported that the Rocky Mountain Rail Authority is scheduled to meet the end of
May. Discussion is moving forward to implement a rail from Golden to Grand Junction along Interstate 70,
which will include only 8 stops.
• Vice Chair Berger commented that, because of the good condition of Englewood's roadways, it is very
apparent where Denver stops and Englewood begins. Director Kahm added that Denver is working on plans
to rebuild their portion of south Broadway, similar to Englewood's design.
• Committee Member Gregory said she recently viewed a DVD that was contracted by the Community
Development Department to examine possible changes that could be made that would improve pedestrian
and traffic flow through Englewood CityCenter. Discussion ensued regarding original planning of this site, as
well as the time and funding that would be required to make suggested changes, etc. Committee Member
Kinton suggested that the DVD be brought to the next ETAC meeting for viewing .
• Sergeant O'Connor reported that the traffic trailers are currently being prepared for placement next
week, primarily at two repeat locations, i.e., the hills both on Oxford and on Quincy Avenues. He noted that
officers have been physically spending time at these locations until the trailers are placed. It is planned that
the trailers will be relocated weekly during the summer months.
• Committee Member Kinton reiterated his interest and support for installing improved pedestrian
crossing features on Hampden Ave . Discussion ensued.
At Mr. Kinton's inquiry, Traffic Engineer Vostry stated he will check that the crossing light sensor at Mile
High Coffee is operating properly. Discussion ensued regarding designated crossings within the CityCenter
site, etc.
