ENGLEWOOD TRANSPORTATION ADVISORY COMMIITEE MEETING
Minutes of July 9, 2009
~ The regular bi-monthly meeting of the Englewood Transportation Advisory Committee was called to
order by Vice-Chair Berger at 6:40 p.m. in the City Council Conference Room, City of Englewood Civic
Center.
Roll Call.
Present: Danielle Gregory, Andy Berger, Daryl Kinton, Randy Penn (not voting), Rick Kahm (not voting)
Absent/Excused: David Anderson, James Weeks, Jennifer Jones (not voting)
A quorum was present.
Also Present: Ladd Vostry, Traffic Engineer
Linda Wilks, Recording Secretary
Sergeant Mike O'Connor
~ Approval of Minutes
Vice-Chair Berger acknowledged that minutes for the meeting of May 14, 2009 were approved, as
presented, by Committee Members Anderson, Berger and Gregory through an email poll on June 2, 2009.

There were no visitors present.
• ~ Old Business
•
Viewing of the Englewood CityCenter site DVD was postponed so that Members not present this
evening could have the opportunity to view the DVD, and additionally, so that a technical issue could be
resolved .

~ . Director's Choice
• Traffic Engineer Vostry reported that because of concerns expressed by residents at Simon Center, staff
monitored traffic at Broadway and Floyd and also in the alley east of the Broadway Post Office. Mr. Vostry,
along with Sgt. O'Connor, then met with Simon residents Craft and Hults to discuss their concerns. Sgt.
O'Connor stated that officers are placing extra patrols at Broadway and Floyd in an effort to minimize the
illegal left turns that continue to take place at that location. Sgt. O'Connor has reiterated to Simon Center
residents that ultimately anyone crossing the street should not challenge a car just because they are in a
crosswalk. Mr. Vostry stated that he will continue to work with Sgt. O'Connor on monitoring the electronic
no left turn sign at this location and make adjustments as necessary.
• Simon residents Craft and Hults, at the May ETAC meeting , were also concerned with the amount of
noise created from motorcycles passing on Broadway. After researching various resources on this subject,
including decibel detection, Sgt. O'Connor has instructed officers to be vigilant when encountering
excessively loud mufflers on passing motorcycles in Englewood, and issuing citations in cases where
motorcycle mufflers are not "stock". Flyers were also distributed to various businesses on Broadway to •
inform their motorcycling patrons of neighbors' concerns. Sgt. O'Connor noted that unless an officer is
actually present when motorcycles are being rewed, it is difficult to catch the perpetrators.
• Traffic Engineer Vostry stated that traffic counts were conducted in the alley east of the Broadway Post
Office to detect traffic movement in that area. The results indicate that the majority of traffic comes into the
post office parking lot from Broadway. Mr. Vostry said he plans to make some changes to signage around
that facility to clarify the intended traffic movement. Brief discussion ensued.
Additionally, because of a visibility problem at the alley exit onto Floyd Ave., the Parks Division was
called to trim some overgrown trees . Mr. Vostry also found that the alley entrance was narrow for
eastbound vehicles on Floyd entering the alley and suggested that it be widened.
• Mr. Vostry advised that, because of Mr. Craft's concerns, he will have staff install some no parking signs
on westbound Floyd Ave. between Broadway and Acoma St. Sgt. O'Connor added that his patrol officers
concu r red with this suggestion because patrons from the Gothic Theater sometimes park in that through
lane of traffic. Brief discussion ensued .
Mr. Vostry said that Mr. Craft and Ms. Hults seemed happy with recommended solutions to their
concerns .
• With regard to previous discussion pertaining to Board and Commission publicity, Recording Secretary
Wilks advised that information from the ETAC website was forwarded to City Communications Coordinator •
Hoffhines for publication in the Englewood Citizen when space is available. Ms. Hoffhines has the
information in her folder to use in an upcoming issue.

There were no items presented for discussion under Chairperson 's Choice.
~',;Committee Members' Choice
• Committee Member Gregory inquired about the double left turning situation created on westbound
Dartmouth at Santa Fe because dotted lines have not been placed on the pavement to direct drivers into
which lane they should turn, as for instance at Oxford and Santa Fe. Traffic Engineer Vostry advised that
this is a state highway; he will contact CDOT with Ms. Gregory's concern. Brief discussion ensued .
• Council Liaison Penn reported that Rocky Mountain Rail Authority continues to hold their meetings
regarding possible high speed rail lines along 1-70 from Golden to Grand Junction. Brief discussion ensued .
