ENGLEWOOD TRANSPORTATION ADVISORY COMMITTEE MEETING
Minutes of September 10, 2009
~ The regulaPin'onthly meeting of the Englewood Transportation Advisory Committee was called to order
by Chair Anderson at 6:34 p .m . in the City Council Conference Room, City of Englewood Civic Center.
Roll Call.
Present: David Anderson, Danielle Gregory, Andy Berger, Daryl Kinton, James Weeks, Jennifer Jones (Not
voting), Rick Kahm , ex officio (Not voting)
Absent/Excused: Randy Penn, Council Liaison
Also Present: Ladd Vostry, Traffic Engineer
Linda Wilks, Recording Secretary
Sergeant Mike O'Connor
A quorum was present.
~ Approval of Minutes
Cha ir Anderson acknowledged the email poll for approval of minutes for the meeting of July 9, 2009 .
The minutes were approved, as presented, by Committee Members Berger, Gregory and Kinton.
~ Public Comment
There were no visitors present.
~ Old Business
Comm ittee Members viewed the 2008 Urban Land Institute (ULI) Annual Placemaking Conference DVD
regarding the Englewood CityCenter site, wbich discussed transportation, development and programming,

design, and retail. Following the DVD, discussion ensued regarding development history of the CityCenter
site, RTD parking conditions, pedestrian friendliness, retail conditions, expansion of Chuck E Cheese, etc .

There were no items presented for discussion under New Business.
~, Director's Choice
• Director Kahm advised that a S. Clarkson Street (at Bates Ave.) resident has been in contact with City
staff regarding some changes she would like to see pertaining to traffic on Clarkson St. Staff will keep ETAC
Members advised of any further contact regarding this issue.
• Mr. Kahm briefly discussed a Council Request that resulted from a resident inquiry pertaining to
speeding motorists in the vicinity of Pennsylvania St. and Stanford Ave. The resident had requested that a
four-way stop be installed at this intersection to slow the traffic. A speed study was conducted with results
showing that motorists in the ss th percentile were travelling under 25 mph. Traffic Engineer Vostry added
that there is no history of traffic accidents at that location. Brief discussion ensued. Mr. Kahm said that
because of the speed study results, and there being no history of accidents, staff will not recommend a four-
way stop for this intersection .
• Discussion ensued regarding Public Works' proposed budget for 2010, reductions that have been made
to meet revenue shortfalls, the Capital Projects fund, and the Public Improvement Fund (PIF), etc.
~ Chairperson's Choice
• Chair Anderson commended the "Spotlight on ETAC" article that appeared in the recent edition of the
Englewood Citizen.
• Mr. Anderson noted that the paseo on the west side of Broadway has been closed all summer, has not
yet been opened for pedestrians, however, it appears to be ready for use. Director Kahm stated that
Community Development continues to work on completion of some unfinished items.
• Mr . Anderson thanked Vice-chair Berger for handling the July meeting in his absence.
• Mr. Anderson inquired about the outcome of staff's meeting with Simon Center residents Craft and
Hults regarding their inquiries at the July meeting regarding alley traffic behind the Broadway Post Office.
Traffic Engineer Vostry advised that he and Sgt. O'Connor met with Mr. Craft, and explained that he plans to
make some changes to signage around that facility and, additionally, that the alley entrance from Floyd will
be widened; the trees that were causing visibility problems have been trimmed. Mr. Vostry noted that
recent traffic counts conducted at this location were identical to those taken in 1987. Sgt. O'Connor added
that he and other traffic officers gave a presentation at Simon Center's monthly meeting regarding crosswalk
safety and senior safety. He said their presentation was well received.
Brief discussion ensued regarding the new black and white police patrol vehicles .
. ~ Committee Members' Choice
• Sgt. O'Connor reported that Englewood police officers, working together with Fire personnel,
community volunteers and representatives from Safe Kids and Englewood schools, will be conducting a

School/Safety Walk Program in October at Cherrelyn , Clayton, Charles Hay, and Bishop Elementary Schools .
Brief discussion ensued regarding a fatal motorcycle accident that took place on Floyd Ave. in late
2008 .

Approval of Minutes for Meeting of September 10, 2009
Recording Secretary Wilks conducted an email poll on September 28, 2009, for
approval of minutes for the ETAC meeting of September 10, 2009.
The minutes were approved as presented by a majority vote from Committee
Members Anderson, Berger, Gregory, and Weeks.
