ENGLEWOOD TRANSPORTATION ADVISORY COMMITTEE MEETING
Minutes of March 12, 2009
(Recording Secretary's note: Recording of the March ETAC meeting was not possible due to an untested
recent update to the Liberty system.)
The regular bi-monthly meeting of the Englewood Transportation Advisory Committee was called to
order by Chair Anderson at 6:38 p.m. in the City Council Conference Room, City of Englewood Civic Center.
Roll Call.
Present: David Anderson, Danielle Gregory, Andy Berger, Daryl Kinton, James Weeks, Jennifer Jones (not
voting)
Absent: Randy Penn, Rick Kahm (ex officio)
A quorum was present.
Also Present: Ladd Vostry, Traffic Engineer

Approval of Minutes
Chair Anderson acknowledged the January 26, 2009 email poll for approval of minutes for the meeting
of January 8, 2009. The minutes were approved as presented by Committee Members Anderson, Berger,
Gregory and Kinton.
• Public Comment
There were no visitors present.
Election of Officers
Traffic Engineer Vostry asked for nominations for Chairperson. Mr. Anderson was nominated by
Committee Member Gregory; Mr. Anderson accepted the nomination. There being no further nominations,
Mr. Anderson was unanimously re-elected to serve as Chairperson of the Englewood Transportation Advisory
Committee.
The meeting was turned over to Chair Anderson. Mr. Anderson asked for nominations for Vice-Chair.
Mr. Berger was nominated by Committee Member Weeks; Mr. Berger accepted the nomination. There being
no further nominations, Mr. Berger was unanimously elected to serve as Vice-Chair.
Old Business
• As a follow-up to discussion from the January ETAC meeting, Traffic Engineer Vostry provided some
additional information regarding CityCenter Englewood pedestrian safety. Mr. Vostry advised that the
crosswalks and flashing walk lights placed on Inca St. at Bally's and at Mile High Coffee are operating
correctly and are frequently used by pedestrians at both locations. Regarding Yield to Pedestrian signage in
the middle of roadways in some other cities, Mr. Vostry explained that this type of signage is typically placed
• on wider streets, and he feels it would create a road hazard on Inca St. because of its narrower width.
Following up on discussion that took place at the January ETAC meeting regarding the possibility of
installing a pedestrian crosswalk on Galapago St. at Englewood Parkway, Mr. Vostry investigated the
pedestrian/vehicle accident history for that location, finding that only one pedestrian accident has occurred •
during the past seven years. Mr. Vostry advised that he will continue to monitor the area. Discussion
ensued.
Sergeant O'Connor noted that it is a common misconception that pedestrians have the right-of-way,
when in fact, by law, it is the pedestrian's responsibility, before entering a crosswalk, to give vehicles the
right-of-way.
Committee Member Weeks inquired about implementing a 25 mph speed limit in Englewood. Brief
discussion ensued. Mr. Vostry noted that, nationally, residential speed limits are typically 30 mph while the
speed limits for commercial areas are 25 mph.
New Business
There were no items presented for discussion under New Business.
Director's Choice
• Traffic Engineer Vostry reported that efforts have not yet taken place to remove the graffiti from the
railroad bridge at Oxford Ave. and Santa Fe. Through conversations with COOT, it was determined that
responsibility for this area lies with the City of Sheridan. Mr. Vostry advised he contacted Sheridan and will
follow up with them if no action is taken. Sergeant O'Connor stated that a graffiti task force has been
established to cover graffiti removal along area railroad properties.
Chairperson's Choice
Chair Anderson inquired if the speed trailer has been placed on City streets recently. Sergeant
O'Connor said there have been no requests, however he will look into putting it into service.
Mr. Anderson asked if the City is applying for stimulus package funds that may be available. Traffic
Engineer Vostry advised that the City applied for funding for several upcoming projects, however none of the
projects was selected for funding.
Committee Members' Choice
• To Vice-chair Berger's inquiry, Traffic Engineer Vostry said that the City Utilities Department recently
conducted a major water line overhaul on Union Ave. between Santa Fe and Federal Blvd. Union Ave. was
excavated for that project, and then resurfaced by the contractor.
• Committee Member Kinton suggested that ETAC pursue obtaining some publicity, possibly through Torn
Munds from the Englewood Herald, or the Englewood Citizen publication. Discussion ensued. Committee
Member Weeks suggested the City publish a page in the Englewood Citizen dedicated to all City boards and
commissions. Discussion ensued.
Mr. Vostry briefly continued discussion, from the January ETAC meeting, regarding the Swedish
Hospital/Clayton Elementary School walk to school program.
Committee briefly discussed scheduling a tour of the Traffic Engineer's office.
