HomeMy WebLinkAbout2010-01-14 TAC MINUTES• City of Englewood, Colorado ENGLEWOOD TRANSPORTATION ADVISORY COMMITTEE MEETING Minutes of January 14, 2010 ~ The regular bi-monthly meeting of the Englewood Transportation Advisory Committee was called to order by Cha ir Anderson at 6:30 p.m. in the City Council Conference Room, City of Englewood Civic Center. Roll Call. Present: David Anderson, Danielle Gregory, Andy Berger, Daryl Kinton, Randy Penn (Not voting), James Weeks, Rick Kahm, ex officio (Not voting). Absent: Jennifer Jones. Also Present: Ladd Vostry, Traffic Engineer Linda Wilks, Recording Secretary Sergeant Mike O'Connor A quorum was present. ~ Approval of Minutes Chair Anderson acknowledged the November 30, 2009 email poll for approval of minutes for the meeting of November 12, 2009. The minutes were approved , as presented , by Committee Members Anderson , Berger, Kinton and Weeks. riJl Public Comment There were no visitors present. • ~ Old Business • There were no items presented for discussion under Old Business. ·~ New Business • Committee Member Kinton stated he will make a presentation at the March ETAC meeting regarding a proposed plan for students from the Planning Division of the University of Colorado Denver to conduct a study in Englewood that would provide suggestions to create safe access for senior and disabled citizens. • Council Liaison Penn discussed the possibility of the Broadway Post Office being closed because of U.S . Postal Service budget concerns , and informed ETAC Members of the efforts that are being made by City Council and other Englewood groups, as well as U.S. Rep. Diane Degette, to express opposition of the closing. Brief discussion ensued regarding the possibly of locating a satellite station in the downtown area, heightened parking concerns in the neighborhoods surrounding the Lehigh Post Office that would result should the Broadway office close; etc. ~ Director's Choice • Traffic Engineer Vostry reported that construction and installation of the new traffic signal at U.S. 285 and Sherman St. is now complete, with the exception of a few minor punch list items that the contractor is completing, i.e., testing fiber, concrete repair, etc. Brief discussion ensued . • Director Kahm advised that Streets Division crews sanded before and during each of the December snow storms, followed by sweeping, and are now working to break up and remove the ice that has developed in the street pans and alley pans, and around schools, churches and hospitals. They will soon be following up with ice removal on the south sides of avenues. Council Liaison Penn inquired about graders damaging the concrete during removal of ice. Mr. Kahm said that the City's equipment, as well as the concrete, can be damaged during this process. Because of this, the City pays 70% into the Concrete Utility toward the cost of avenue concrete repairs, which takes some of the financial burden off the adjacent property owners. Mr. Kahm noted that few cities cut ice on avenues to the extent as does Englewood. Brief discussion ensued. To Committee Member Weeks' inquiry, Mr. Kahm stated that City crews haul the broken ice to the Englewood Servicenter on Platte River Drive for storage. fll Chairperson's Choice Chair Anderson had no topics for discussion . ..:E Committee Members' Choice • Council Liaison Penn inquired about the status of the Humane Society building located north of the Servicenter. Director Kahm advised that the building is now empty and he has scheduled environmental testing of the premises so that the future of the property can be determined. Mr. Penn noted that, following Council elections in November, he will be continuing as Council Liaison for ETAC. Additionally, he was selected by Council to represent Englewood on the Denver Regional Council of Governments (DRCOG). Mr. Penn reiterated that the Rocky Mountain Rail Authority continues to hold monthly meetings. • Sergeant O'Connor thanked the Streets Division for their street sweeping efforts, improving conditions • so that officers can conduct their motorcycle traffic operations. Director Kahm stated that Englewood takes • part in the Air Quality program, which includes sweeping as quickly as possible following sanding for each snow event. Other Committee Members agreed that the condition of Englewood's streets tops surrounding municipalities. Brief discussion ensued regarding an observation by Chair Anderson of traffic stops that are being conducted on Broadway in downtown Englewood. Sgt. O'Connor stated that officers are trying to cut down on the number of left turns that continue to be made onto Broadway from westbound Floyd Ave., as well as other traffic issues. • Director Kahm thanked ETAC Members for volunteering their time to serve on ETAC. He reiterated that the lack of business for the Committee is "a good thing", however this forum does provide citizens the opportunity to voice their transportation concerns when they do arise. Council Liaison Penn said he will invite new Council Members Olson and Gillit to attend the March ETAC meeting to offer them the opportunity to see what ETAC is all about (Mr. Penn noted that he is unable to attend the March meeting). le Adjournment There being no further business, the meeting was adjourned at 6:53 p.m. Linda Wilks, Recording Secretary 2 •
