MEETING WNUTES
November 19, 1997
Chris Korba and Scott Thompson gave an overview of program. Group would like to
come up with an alternative to the present voluntary compliance on the part of
homeowner. We will continue to discuss and make recommendations on this issue.
SOLID WASTE
The questionnaire was discussed by Don Roth. Three questions were asked :
1. weekly collections -66% in fa vor
2 . single hauler -57% in favor ; lots of comments
3. attend community meeting -586 would attend
1211 cards w ere returned out of 4500 .
Clean , Green and Proud went to Council, seeking amendment for at least weekly trash
removal. This would be difficult for Code Enforcement to enforce.
Suggestion was made for just a subscription to a service . This would apply just to
residential occupants .
The Ordinance is due for the first reading on December 1. The single hauler issue is not
being addressed at this time -it is too difficult.
In excess of 80% already have trash hauler service .
NUISANCE ABATEMENT ORDINANCE
Chris Olson gave a brief overview of the draft ordinance written by Dugan Comer. Dugan
will be at the next meeting to discuss the draft. Staff will review it prior to the meeting .
SNOW REMOVAL
Joyce Parsons discussed the current ordinance that requires removal after 24 hours. The
committee brought up several concerns over areas not handled by the home owner. On
the second violation, summoned to court . After the recent blizzard, we gave residents
five days to clear snow .
Recommendation was made concerning the possibility of sticking a parking ticket like
summons on the door -stating to remove snow or go to court and pay a fine .
CODE ENFORCEMENT STATISTICS OVERVIEW
Scott Thompson gave an overview of how officers compile statistics -daily log, then a
monthly summary . The number of properties is not the same as the number of contacts as
some properties have multiple contacts .
Phone calls to the office are also tracked .
It is important to note summonses and activity numbers -are we doing enough? Too
much ? Too little? Is the increase in summons activity important? Bob Fout said we are
going in the right direction but that we should be tougher, have stiffer penalties . It was
stated that a change in the judge may make processing easier . We need to enlist the total
support of Municipal Court , City Attorney 's Office, and the citizens -a form of
community policing partnership .
Todd Allen from EFOT discussed a task force to have volunteers go out and assess the
condition of properties in the city . They could issue information sheets on problems they
notice . Discussion ensued on the legality of this process.
(Gary Sears , City Manager, arrived at 8:00 p.m. and was introduced to and met the
committee .)

DISCUSSION OF COMPREHENSIVE ORDINANCE REVIEW
Bob Moore discussed the procedures for handling a review of ordinances -how
complicated it can be; committee can help with the process . Harold Stitt, Zoning
Administrator, can instruct in how to do this .
ELECTION OF OFFICERS
This was put off until the next meeting . Need a chair person and a vice-chair person.
OPEN DISCUSSION
Gary recommended the City Attorney 's office involvement. Code Enforcement needs
more support to deal with the few problem properties . Problem-oriented policing
philosophy is part of this issue .
The next meeting will be held on December 17, 7:00 p.m., in the Safety Services
Training Room .
