The regular meeting of the Englewood Code Enforcement Advisory Committee was called to order at 7:05 p.m. by Vice-Chair Stankorb in the Police/Fire Training Room. Roll Call Present: Ex-Officio: Absent: Visitors : Boyer, Fischbach, Fout, Hansen, Roth, Stankorb Boshart, Garrett, Langon, Moore, Parsons, Wicks Allen, Johnson Edsel, Eisenberg, Fisher Vice-Chair Stankorb advised the committee that Member Warren had resigned from the Committee due to too many commitments. 2. Approval of Minutes. Member Fout noted that the September Committee meeting had actually adjourned at 8:40 p.m. rather than 9:40 p.m . MEMBER BOYER MOVED AND MEMBER STANKORB SECONDED THAT THE MINUTES OF THE SEPTEMBER 16, 1998, CODE ENFORCEMENT ADVISORY COMMITTEE BE APPROVED AS AMENDED. Ayes: Nays: Boyer, Fischbach, Fout, Hansen, Roth, Stankorb None The motion carried. At this time Lieutenant Wicks introduced Steve Fisher who is a consultant hired by the city to work with Code Enforcement regarding Code Enforcement issues. Parsons introduced A.J. Boshart, the newest Code Enforcement Officer who has been an active participant in the development of the brochure and the congratulatory letters to citizens. 3. Old business. 4. There was no old business. New business. Division Chief Moore advised the Committee that the City Manager's office had requested that the Code Enforcement Advisory Committee make a presentation at a future Study Session before the City Council. The City Manager's office proposed that the presentation be made on December 7, 1998, at 6:00 p.m. The City Council wants to hear first hand what the Committee is doing, progress that has been made, and ideas the Committee has developed as well as anything else the Committee • • • feels is relevant. It was suggested that some sort of informal agenda be developed for the evening. Councilperson Garrett advised that the City Council meets with various committees periodically to develop a dialogue between the two groups. Member Fout felt that the Chairperson of each subcommittee should put together a short presentation on what it has accomplished, where it is going, and ways they have identified to work hand-in-hand with Code Enforcement and the partnership of the community. MEMBER BOYER MOVED AND MEMBER ROTH SECONDED THAT THE CODE ENFORCEMENT ADVISORY COMMITTEE ACCEPT THE INVITATION BY CITY COUNCIL TO ATTEND THE STUDY SESSION ON DECEMBER 7, 1998. Ayes: Nays: Boyer, Fischbach, Fout, Hansen, Roth, Stankorb None The motion carried. Public Forum Policy -Discussion ensued on ways to handle members of the public who attend Committee meetings and want to address the Committee. Langon spoke with the City Attorney's office regarding this matter. The City Attorney's office advised that one way to handle this section would be to conduct it in the same manner as City Council. Time is incorporated into the agenda for visitors to have five minutes to say what's on their mind (a second opportunity can be allowed at the end depending on time). There was discussion regarding where in the agenda the time for the public to speak should be inserted and if a second opportunity should be given depending on time. Langon advised that it should be established with the public that the meeting is a business meeting, not a public hearing and the Committee must be allowed to conduct its meeting without interruption. The Committee members felt that it was good that the public is beginning to attend the meetings. MEMBER FOUT MOVED AND MEMBER BOYER SECONDED THAT FIVE MINUTES BE ALLOWED AFTER THE APPROVAL OF THE MINUTES FOR PEOPLE FROM THE COMMUNITY TO INTERACT WITH THE COMMITTEE PER THE RECOMMENDATION OF THE CITY ATTORNEY'S OFFICE. Ayes: Nays: Boyer, Fischbach, Fout, Hansen, Roth, Stankorb None The motion carried. At this time the two guests were recognized. Eva Eisenberg advised that she was just at the meeting to see what goes on, what the Committee accomplished , etc. Richard Edsel advised that he had had some problems with Code Enforcement and he felt that the Code Enforcement Advisory Committee was the place to start to determine just where to begin with addressing his concerns. Stankorb advised Mr. Edsel what the purpose of the Code Enforcement Advisory Committee was and some of the things the Committee had been doing over the last few months . 2 • 5. 6. • • Discussion of the Graffiti Ordinance. Member Roth indicated that he had talked with Mrs. Sheila Olson, the art teacher at Englewood High School, regarding the proposal and the possible problems it would cause for the art department. Mrs. Olson advised that she felt it would cause no problem as the school provides all art supplies and they don't use wide markers or spray paint except under supervision. He was told that a student occasionally had to check items out to take home but they would have a record of it if a problem arose. This might be something that would have to be added to the affirmative defense section and looked at again. The ordinance has been submitted to the City Attorney's office, however, he has heard nothing further. Subcommittee reports. Education Subcommittee: Member Fout discussed the new brochure. Wicks advised that the flyer was in the process of being printed on green paper and that the flyers would be mailed out with the November, December, and January water bills to City of Englewood residents only. Fout advised the Committee that the work on the flyer had been almost totally done by Code Enforcement employees. It had been decided that the effort would be called "City Wide Pride." Articles will be published in "The Citizen." Fout also advised that she had talked with Tom Munds of the Englewood Herald who told her that he would take an article from the Committee and put it in the Herald. Fout reiterated the partnership effort and how the concept of neighbor helping neighbor would be stressed. Wicks advised that the brochure did not cover all of the ordinances but that it gave general information. Fout advised that the flyer highlighted the areas that most people were struggling with and that with the telephone numbers provided it would give the citizens enough information to get comfortable with what Code Enforcement does. The article for the next issue of the "Citizen," will contain seasonal information such as snow and leaf removal, snow plows, wood burning, etc. More citizen involvement in the community will be encouraged. Wicks advised the Committee that the brochure project would run about $800.00 which was well within the $2,000 budget for 1998. Stankorb asked about an update on the letters that would be sent out to people recognizing them for their efforts regarding their property. Fout advised that they had decided to call it the "Blue Ribbon" project. Boshart stated that the letter signed by the Code Enforcement officer would be implemented soon, that Code Enforcement was still refining the criteria regarding who should receive the recognition. She stated that the Committee should decide the criteria for the one to be signed by the Mayor. It had not been decided yet if the recognition by the Mayor would be for a block-wide effort or an individual effort . Roth advised that he felt it would be a good idea to present this concept to the City Council at the Study Session on December 7 and that a draft should be prepared by that time. There was discussion regarding how the recognition from the Code Enforcement officer should be handled. The Committee decided that a card that could be filled out by the officer and left at the property and a letter that would be mailed shortly thereafter would both be appropriate. Additionally, something could be published in the Herald once a year listing all of the properties that had been recognized. Fout asked that a draft be prepared for presentation at the November meeting of both proposals. She also asked that there be information regarding how a record would be maintained of the properties receiving the letters. 3 .. • • • Graffiti Subcommittee: Prev iously discussed (see #5). Internal Operations Subcommittee: Stankorb advised that the members of th is subcommittee were the ones who were resigning from the Code Enforcement Advisory Committee and that there was pretty much nobody left. Member Johnson, who is the chair of the subcommittee, has also had several physical challenges . The subcommittee has not been able to get much done. Stankorb's feeling was that the issues the subcommittee has been working on should be put on hold for the time being . 7. Next meeting, date, location, and agenda. Wednesday, November 18, 1998, 7:00 p.m., Police/Fire Training Room. Agenda: 1) Blue Ribbon Project 2) December 7, City Council Study Session. The Committee discussed the necessity of having a December meeting. The members determined that since the Committee had been invited to attend the Study Session on December 7, that attendance at the Study Session would suffice for the December meeting . It was determined that a short meeting would be held after the Study Session. MEMBER BOYER MOVED AND MEMBER FOUT SECONDED THAT ATTENDANCE AT THE DECEMER 7, 1998, STUDY SESSION WOULD SUFFICE FOR THE DECEMBER MEETING OF THE CODE ENFORCEMENT ADVISORY COMMITTEE AND THAT A SHORT COMMITTEE MEETING WOULD BE HELD AFTER THE STUDY SESSION . Ayes: Nays : Boyer, Fischbach , Fout , Hansen, Roth , Stankorb None The motion carried . Information will be posted at City Hall adv ising the citizens that there will be no December meeting of the Code Enforcement Advi sory Committee . 8. Adjournment. MEMBER HANSEN MOVED , AND MEMBER BOYER SECONDED, TO ADJOURN THE MEETING.
