The regular meeting of the Englewood Code Enforcement Advisory Committee was called to order at 6:35 p.m. by Chair Allen in the Community Room. Roll Call Present: Ex-Officio: Absent: Guest: Allen, Boyer, Carlston, Fischbach, Gomes, Hansen, Roth, Stankorb Lynn, Wicks Johnson Warren 2. Approval of Minutes. MEMBER ROTH MOVED, AND MEMBER HANSEN SECONDED, THAT THE MINUTES OF THE JUNE 16, 1999, CODE ENFORCEMENT ADVISORY COMMITTEE BE APPROVED AS READ. Ayes: Allen, Boyer, Carlston, Fischbach, Gomes, Hansen, Roth, Stankorb Nays: None Absent: Johnson The motion carried. 3. Public open forum. Waived . 4. Old business. Chair Allen asked Member Roth to give the Committee an overview of the Public Hearing that was held on Monday, July 19, 1999, concerning the proposed graffiti ordinance. Roth advised that Council would vote on the ordinance sometime in August. A controversial issue was the lock down requirement for the merchants. The ordinance originally had been given to the Council with an option for the merchants to keep graffiti items within view, and then they were asked to remove that option and make it strictly a lock down. Roth is not certain which way it will go but is guessing that they will probably accept it as written. Christina Estes from CAL, representing the National Committee to Prevent Delinquency, attended and testified in favor of the Ordinance as written. There was also a letter from the Colorado Retail Council stating it was in favor of the line-of-sight approach. Member Stankorb added that Council had made a comment about possibly looking at the Ordinance with a one-year review date. If the approach didn't work, Council would review it and possibly look at the lock down more closely. No representative business was in attendance. Stankorb advised that Council seemed a little bit concerned about why this Committee had changed approaches. He advised Council that after they had pulled it off the agenda, the Committee wasn't sure it had the Council's support and that both versions of the section in question were presented to the entire Committee and both were approved. Allen inquired about the restitution part of the Ordinance and Roth advised that the issue of restitution was up to the court. Allen discussed National Night Out, August 3, 1999. He also talked about the block party to be held on July 23, in the 2800 block of South Cherokee, which was going to be televised by Channel 7. Lt. Wicks stated that he did not believe it was related to National Night Out. A letter from Barbara Fout thanking the Committee for the plant was passed around. 5. Committee resignations and new appointments. Ms . Jill Carlston and Mr. Austin Gomes were introduced and sworn in as new members of the Code Enforcement Advisory Committee. 6. Subcommittee reports. Chair Allen presented an overview of each of the subcommittees for the benefit of the two new members. The new members chose to wait to decide on which subcommittee they wished to serve. The Operational Strategies Subcommittee had not had an opportunity to meet so had nothing new to report. Dave Lynn took this time to advise the committee of some recent issues, commendations, etc. Member Fischbach wanted to know what the particular compliments were and Lynn indicated that a lot of them had to do with how the Code Enforcement officer had handled a particular complaint. Lynn also advised the Committee that he is working on finalizing a list of Code Enforcement responsibilities. Lynn advised that a request had been made for an additional parking enforcement officer for the next calendar year and Wicks advised that it was a position that actually paid for itself. He also told the Committee that the person filling the position would not be cross-trained except in abandoned vehicles and towing, etc. The individual would not be cross-trained in any other Code Enforcement issues and his or her responsibility would be strictly parking enforcement and abandoned vehicles. The Ordinance Subcommittee reported that they are waiting for finalization of the Graffiti Ordinance before moving on to other issues. They will then meet and set priorities. Lynn indicated a problem with the Nuisance Ordinance that he would present at the next meeting. The Education Subcommittee met recently and tried to come up with a strategy for recognizing properties to receive the Mayor's Award. They feel that it is a tough call because everybody should be recognized as it was difficult to single out a particular property, even the turn around properties. Their concern was with those properties that had been in compliance for years . The subcommittee also determined that since there was already a Blue Ribbon program in place, the Committee would probably want to come up with a new approach and a new name if a way was found to recognize positive properties . Member Stankorb is going to write an article on abandoned and derelict vehicles for the September/October issue of the Citizen. Lynn advised that a number of articles were on file in Code Enforcement regarding 2 • • • • • • 7. various issues and one was available for Stankorb's use. Allen indicated that they had discussed the possibility of preparing a flyer, once the Graffiti Ordinance passed, summarizing what the Ordinance is about, its makeup and indicating the Graffiti Hotline number and giving it to Nancy Peterson so that she could hand it out to the block captains. Roth added that it might be wise to get on the agenda at one of the Block Captains meetings and present an outline of what the Ordinance is all about. Topics for August 18 meeting. Lt. Wicks advised that Division Chief Moore would attend the August Code Enforcement Advisory Committee meeting as he would be on active duty. Subcommittee updates. City Council Update.
