The regular meeting of the Englewood Code Enforcement Advisory Committee was called to order at 6:36 p.m. by Chair Allen in the Community Room . (Note: Due to the fact that the tape recorder/tapes were not working properly, not all of the minutes were recorded or were readable.). Roll Call Present: Allen, Carlston, Fischbach, Hansen, Roth, Johnson, Gomes Ex-Officio: Garrett, Lynn, Wicks Absent: Boyer, Stankorb, Carlston, Hambleton, Nabholtz Approval of Minutes . MEMBER ROTH MOVED, AND MEMBER FISCHBACK SECONDED, THAT THE MINUTES OF THE AUGUST 18, 1999, CODE ENFORCEMENT ADVISORY COMMITTEE BE APPROVED AS READ. Ayes: Nays: Absent: Allen, Carlston, Fischbach, Gomes, Hansen, Roth, Johnson None Boyer, Stankorb, Carlston, Hambleton, Nabholtz The motion carried. 3. Public open forum. 4. Waived. Old business. Member Allen introduced "Make A Difference Day", Saturday, October 23, 1999. He solicited ideas on how to correlate activities for that day with what we are doing as a group (ex: graffiti clean up). Member Allen asked if anyone has been involved in a community project like this before. Wicks mentioned the City of Englewood has some events scheduled for that day. They need volunteers; maybe we can do something along with what the city already has planned. Perhaps as a PAGE 1 • • • group, like cleaning up an area in a park, or graffiti I litter along the bike path. Wicks offered to contact the City and report at the next meeting as to what was scheduled. Member Roth stated his frustration about the litter around Safeway. States he has called the Safeway Management before. Member Hansen stated she has never seen the trash receptacle at the bus stop by PharMor when it wasn't overflowing with trash. Says this has an Englewood emblem on it. At the #0 and the #12 bus pick-up locations, the trash is always overflowing. Wicks suggested to just call it in to Parks & Rec to pick up the trash receptacles. Member Hansen mentioned on Saturday, while picking up trash along the river path, met people from the Clean, Green and Proud Committee. Member Fischback mentioned the upcoming dedication of athletic fields at Clayton Elementary School. She indicated a house across the street had pickups, trucks, and vans at this residence. It's an eyesore, and asked if code enforcement could do anything about it. Lynn mentioned it would be checked the next day . Member Hansen asked if the property across from Waste Management that's to be an extension of Centennial Park is bought and paid for? How is it being paid for? Wicks added that the parties are still negotiating and talking with the owners of the properties. Member Allen asked if we have approval for the Parking Control Officer position? Wicks mentioned it had been approved by the City Manager but it hasn't gone before City Council yet. They recognize the need for it. Members Hansen and Fischback agreed that there would be a lot of traffic over at the new RTD station because of no parking available at the Rec Center. People will have to park on the street, creating the need for a Parking Control Officer. Member Fischback asked what is being done for disabled seniors that aren't able to clean up their property? What are we doing to help them? Lynn responded the Malley Senior Center has a program with a list of volunteers that is routinely offered in such cases. Member Allen asked Wicks, concerning court appearances, what's different now that wasn't being done a year ago? Wicks stated that, in the past, we weren't citing people as often as we could have, and we weren't prepared when it did come time to go to court. Byron PAGE 2 • • • 5. added that we did warm and fuzzies sweet-talk for two years, and we aren't doing that anymore. Now 90% of it is education, and only 10% of the people don't get the message. We are concentrating on that 10%, and court is often the only recourse for that group. New Business. Graffiti: Lynn received an educational kit in the mail for retailers, and he forwarded it to Allen. It was discussed to see if the CEAC would be interested in contracting with them to produce signs to distribute to retailers/businesses in the city . Member Allen agreed to contact the company. Brochure: Lynn indicated he was working on a new Code Enforcement brochure and will have a copy for discussion by the next CEAC meeting. 6. Subcommittee reports. 8. Ordinance Subcommittee -nothing to report. Operational Strategies Subcommittee -nothing to report . Education Subcommittee -Member Roth mentioned the subcommittee still planned on putting together a flyer on graffiti for block captains. We anticipate something that's short and sweet that they can hand out with the graffiti hotline number on it. Topics for September meeting agenda. • Brochure update draft (Lynn) • Graffiti article for the Citizen and flyer (Roth) • Discuss the distribution of educational material for the graffiti awareness (Allen) • Discuss what our groups involvement will be on Saturday, October 23, 1999, "Make A Difference Day" (Wicks). 9.
