CODE ENFORCEMENT ADVISORY COMMITTEE
MEETING MINUTES
DECEMBER 15, 1999
Call to Order.
The regular meeting of the Englewood Code Enforcement Advisory
Committee was called to order at 6:34 p.m. by Chair Stankorb in the
Community Room. Introductions were made for the new city council
member, Mike Yurchick, and also for guest speakers from the Code
Enforcement staff .

Approval of Minutes.
AFTER SOME DISCUSSION, LYNN AGREED TO REVIEW THE TAPE OF
THE NOVEMBER MEETING AND MAKE ANY ADJUSTMENTS TO THE
SECTION ON THE LEASH LAW DISCUSSION. MEMBER HANSEN
MOVED, AND MEMBER FISCHBACH SECONDED, THAT THE
AMENDED MINUTES OF THE DECEMBER 15, 1999, CODE
ENFORCEMENT ADVISORY COMMITTEE BE APPROVED AS
PROPOSED
Ayes: Fischbach, Hansen, Stankorb , Roth
Nays: None
Absent: Johnson, Hambleton
The motion carried.
3. Public open forum.

4 . Old business.
a. Election of a Vice-Chair. Stankorb asked if there were any
volunteers or nominees on the floor for vice chair. Fischbach
suggested that the voting of a vice-chair be done when there
would be more members present, such as the February meeting.
There was discussion regarding whose CEAC membership has
expired and needs to be reinstated. Lynn stated that per Cindie
Watkins at the City Manager's Office, no one could automatically
extend terms, and that everyone needs to reapply. Lynn went on
to say that the three members whose terms are expiring are: Ruth
Hansen, Donna Johnson , and Don Roth. In addition, there are five
vacancies from resignations . Application deadlines are January
14th, 2000, and on January 24th , 2000 there will be interviews.
The appointments will be made very shortly thereafter for a full
committee in the first week of February . Fischbach asked if
current members needed to undergo a new intervi ew , and
Councilperson Nabholz answered that current members didn't have
to go through it. Lynn stated that the new members coming on
would have to go through the interview process.
b. Graffiti flyers. Lynn stated that the Graffiti flyer is in the hands of
our printing shop right now, and has not been printed yet. Lynn
expec t s the flyer to be printed in the next few days, as the print
shop has experienced a backlog. As soon as the 500 copies are
printed, Lynn will bring 100 copies to the next CEAC meeting,
and distribute 400 copies to the Neighborhood Watch
Organization.
c. Graffiti Definition update. Member Stankorb stated that he wants
an update on the Graffiti definition, as it was voted at the last
month's meeting to propose taking the eight words out of the
ord i nance. Lynn stated that he has talked to the City Attorney's
office about this and they are aware of the recommendation. Lynn
didn't know when that change would take place, and said that
there are approximately fifteen other changes that he has
identified. It is expected that these changes will all occur at one
time, after they are presented to staff and CEAC.
5. New Business.
a. Subcommittee Reports. Stankorb stated that the review and staffing
of the subcommittees would be skipped .

b. Executive Session. Stankorb made a proposal that the Code
Enforcement Advisory Committee meet by themselves for the January
meeting. This meeting would be for committee and council
representatives only and whatever public attendees might join.
Stankorb feels that the committee needs time to reflect on their
acccomplishments, where they've been, and where they want to go
for the upcoming year. Stankorb made a motion that just the
committee members and any council representatives that want to
come are to attend the January meeting . Member Fischbach
seconded the motion. All members were in favor of the motion .
c. Code Enforcement Brochure. Lynn made a proposal for the CEAC
year 2000 budget to have an additional printing of 5 ,000 copies of
the Code Enforcement brochure. Lynn reiterated that from last year's
budget that we printed 10,000 copies of the brochure, and we need a
little more than that for distribution to all of the residents of the city.
Lynn had stated in prior meetings that he would be coming back to
have that printing done in January. If this were approved at this
meeting, Lynn would be spending the money in January. Fischbach
stated that these brochures are sent out with the water bills, the
Code Enforcement Officers carry these with them, and she can see
the need for it. Lynn confirmed to member Stankorb that the CEAC
budget is $2,000 for the year 2000, and the printing of the additional
brochures would be approximately $700.00. Member Fischbach
made a motion that the expenditure up to $700.00 be authorized for
an additional brochure printing. Member Stankorb seconded the
motion. The motion passed unanimously.
d. DMG Maximus. Assistant City Manager Mike Flaherty reported that
Steve Fisher of DMG Maximus, the group that did the initial
evaluation of Code Enforcement has completed phase II of the
project. Flaherty stated that Steve Fisher would like to present his
findings to this group, possibly in February or March. It was
tentatively decided to do this in March, after the new members come
on board in February. Flaherty will be getting a copy of the draft to
the CEAC members before Fisher comes in March.
Code Enforcement Presentation. Code Enforcement Supervisor Dave
Lynn started the presentation, asking that questions be held until the
end of the program. Each officer stated their name, call number, and
narrated a slide show presentation in when they briefly described their
own area, problem properties, and success stories. Officer Nancy
Wilson started, followed by Larry Medina, Marilyn Lamb presented by
Dave Lynn, Alisa Boshart, Marjie Payne , and Darlene TerMaat.

Following the presentation, Lynn summarized the program with some
additional general information and some future courses of action of
Code Enforcement. There was a 20-minute question and anwer period
that followed. Some of the questions/discussions that were asked of
the Code Enforcement Officers are as follows: How are some of the
problem properties resolved, and is there a court process involved?
The division of some territories seems larger than others. Is there a
difference in the way Code Enforcement deals with abandoned
vehicles and the way the police deal with it? What is considered to be
a right-of-way obstruction?
7. Adjournment.

SECONDED, TO ADJOURN THE MEETING.

The motion carried and the Code Enforcement Advisory Committee
meeting adjourned at 7:53 p.m .

Change to page 3 of December minutes
Because of some vague wording in the CEAC Bylaws , we mistakenl y labeled the January
meeting of the CEAC as an Executive Session meeting. In fact , this refers to a meeting
of a committee with its attorneys only . As a result , we have changed the words
"Executive Session" on page 3 to "January Meeting " and have attached a new page 3 to
this memo for each of you . Since these minutes have not been voted on as yet , there is no
need to formall y amend them . Please replace your old page 3 with the attached page 3.
Also , please replace the January agenda with the attached agenda that makes no reference
to the Executive Session verbiage .
