Graffiti Ordinance subcommittee recommendations and discussion -Dan
Brotzman.
City Attorney Dan Brotzman discussed the policy issues concerning the
Graffiti Ordinance. He also distributed a copy of the issues that needed to
be discussed, reiterating that the ordinance could not cover everything. Gray
areas are possession versus prohibition and what items constitute graffiti
items. The fact remains that the graffiti charge will be very difficult to

of the Neighborhood Watch Block captain materials.
Fout indicated that the Committee needed to take a serious look at the
recommendations made by Mr. Fisher at the January 4, 1999, study session.
She felt that the Committee should set aside the March meeting for this
purpose and advised that she had invited the City Manager to attend the
March meeting.
Fout felt that the Committee should develop its own findings and implement
strategies for the upcoming year regarding the direction the Committee
wants to take.
Fout felt that it would be best if she were to resign from the education
subcommittee and become a member of the organizational subcommittee, as
that was where her expertise lies. She suggested that Chair Allen become
the chair of the education subcommittee.
There was discussion regarding the block awards regarding the number of
awards and how often they should be given, the actual terminology of
"award" and the problems that it can create, the criteria that needs to be
