The regular meeting of the Englewood Code Enforcement Advisory Committee was called to order at 7:08 p.m. by Chair Allen in the Denny Miller Conference Room. Roll Call Present: Ex-Officio: Absent: Guest: Allen, Boyer, Fout, Hansen, Johnson, Roth, Stankorb Langon, Moore, Nabholz, TerMaat, Wicks Fischbach Brotzman, McDaniels 2. Approval of Minutes. MEMBER STANKORB MOVED, AND MEMBER HANSEN SECONDED, THAT THE MINUTES OF THE JANUARY 20, 1999, CODE ENFORCEMENT ADVISORY COMMITTEE BE APPROVED AS READ. Ayes: Allen, Boyer, Fout, Hansen, Johnson, Roth, Stankorb Nays: None Absent: Fischbach The motion carried. 3. Public open forum. 4. Shirley McDaniels was recognized as a guest. She wanted to express her concern about the residence located at 204 7 West Baker. She indicated that the house had been vacant the majority of the time she had lived in the neighborhood and advised that she had repeatedly reported the residence with no obvious results. She had finally resorted to contacting Member Fout who advised her to contact Councilperson Nabholz . The file on the particular residence was pulled and Ms. McDaniels was advised that a 30-day notice had been issued and that the property owner had to be in total compliance by February 28, 1999 . She was further advised of the process. Old business. Chair Allen discussed the January 4, 1999, City Council study session where Steve Fisher presented his findings regarding Code Enforcement. He indicated that there would be future agenda items that would come out of the aforementioned study session so that a coordination of efforts could be made . 5. 6. Graffiti Ordinance subcommittee recommendations and discussion -Dan Brotzman. City Attorney Dan Brotzman discussed the policy issues concerning the Graffiti Ordinance. He also distributed a copy of the issues that needed to be discussed, reiterating that the ordinance could not cover everything. Gray areas are possession versus prohibition and what items constitute graffiti items. The fact remains that the graffiti charge will be very difficult to prove. Brotzman will rework the language of the ordinance and have it finalized by the next meeting. MEMBER STANKORB MOVED, AND MEMBER BOYER SECONDED, THAT CITY ATTORNEY BROTZMAN SHOULD MOVE AHEAD WITH DEVELOPING A DRAFT ORDINANCE BASED ON THE INFORMATION HE SUBMITTED TO THE COMMITTEE ON THIS DATE. Ayes: Allen, Boyer, Fout, Hansen, Johnson, Roth, Stankorb Nays: None Absent: Fischbach The motion carried. Update on education efforts. Member Fout distributed copies of articles that were in the Spring Activity Guide for the Recreation Center and the Citizen. The flier is being sent out to all properties on a quarterly basis with the water bills. They are also going to be used during the Night Out Campaign and Tent Talks and will be a part of the Neighborhood Watch Block captain materials. Fout indicated that the Committee needed to take a serious look at the recommendations made by Mr. Fisher at the January 4, 1999, study session. She felt that the Committee should set aside the March meeting for this purpose and advised that she had invited the City Manager to attend the March meeting. Fout felt that the Committee should develop its own findings and implement strategies for the upcoming year regarding the direction the Committee wants to take. Fout felt that it would be best if she were to resign from the education subcommittee and become a member of the organizational subcommittee, as that was where her expertise lies. She suggested that Chair Allen become the chair of the education subcommittee. There was discussion regarding the block awards regarding the number of awards and how often they should be given, the actual terminology of "award" and the problems that it can create, the criteria that needs to be 2 • • • .. • • • established and who should establish it regarding choosing properties to be recognized. Lt. Wicks felt that the Committee should make the ultimate decision regarding what properties should be recognized. The Code Enforcement department will present the suggested properties to the Committee. There was discussion regarding topics for the next Citizen article. Suggested topics were "Abandoned Vehicles," "Scam Artists ," and "Accumulation of Trash." It was determined that the issue of "Scam Artists" is a Crime Prevention issue and information in this regard should be handled by Nancy Peterson. 7. Discussion on changing meeting time. The possibility of beginning the Advisory Committee meetings at 6:30 p.m. had been brought up at the January meeting. There was brief discussion regarding this suggestion . MEMBER JOHNSON MOVED, AND MEMBER STANKORB SECONDED, THAT ALL FUTURE CODE ENFORCEMENT ADVISORY COMMITTEE MEETINGS BEGIN AT 6:30 P.M. Ayes: Allen, Boyer, Fout, Hansen, Johnson, Roth, Stankorb Nays: None Absent: Fischbach The motion carried. 8. Topics for March meeting agenda. • Fisher findings and coordination of efforts -discussion as a group to prepare for City Manager's attendance at April meeting. • Redefine subcommittees. • Officer elections. • Graffiti. Wicks advised that the Code Enforcement department would be going to a 7- day operation beginning in March. The officers will respond to calls in the entire city, but will be based in their normal districts. This decision was made in response to one of the suggestions made by Steve Fisher. 9. CE operations tour. Due to the lateness of the meeting, the Committee members decided to adjourn the meeting first and to have an informal tour after adjournment . 3 10. Adjournment. MEMBER JOHNSON MOVED, AND MEMBER BOYER SECONDED, TO ADJOURN THE MEETING. Ayes: Allen, Boyer, Fout, Hansen, Johnson, Roth, Stankorb Nays: None Absent: Fischbach The motion carried and the Code Enforcement Advisory Committee meeting adjourned at 8:50 p.m. SECRETARY'S NOTE: After the meeting, Councilperson Nabholz advised that it should be indicated in the January minutes that she and Councilperson Garrett had attended the January 20, 1999, Code Enforcement Advisory Committee Meeting. 4 • • •
