CODE ENFORCEMENT ADVISORY COMMITTEE
MEETING MINUTES
AUGUST 16, 2000
Call to Order.
The regular meeting of the Englewood Code Enforcement Advisory
Committee was called to order at 6:34 p.m . by Vice Chair Roth in the
City Manager's Conference Room.
Roll Call.
Present: Roth, Fischbach, Hambleton, McCahill, Hansen,
Roberts
Ex-Officio: Lynn, Flaherty
Excused: Nabholz, Stankorb, Yurchick
Approval of Minutes.
Member McCahill moved and member Hansen seconded that the minutes
of the July 19, 2000, Code Enforcement Advisory Committee meeting be
approved. The motion was passed unanimously .

3. Public open forum.
Ruth and Ned Steele of 341 6 South Race Street in Englewood were
present to discuss the Englewood Municipal Code pertaining to its
interpretation of providing humane treatment to dogs. Ms. Steele
presented a situation at 3101 South Emerson Street where two dogs are
kept, admittedly with water, food and shelter, but are treated in an
inhumane manner by the occupants of the home. Ms. Steele suggested
that the "people who write the laws could change some words to make
the code require more humane treatment of animals." She agreed to
solicit the national animal welfare agencies for better wording, and
would forward it to Lynn for discussion at next month's meeting. Ms.
Steele also volunteered to assist with any rewriting of the code that is
necessary .

4 . Old business.
a. DMG Maximus. Mr. Richard Pearl of the Maximus Company presented a
Management Overview of the study that was conducted on Code
Enforcement in 1998. After discussion, he concluded that Englewood's
code enforcement effort was very worthwhile, and the city was "getting
the best bang for the buck." McCahill asked about the statement "DMG-
Maximus suggests full cost recovery for every action after the first
informal complaint is issued." Pearl replied that this is something that is
difficult to do, but it can be done through the court system. Roth
pointed out that Englewood responds to a lot of complaints, and
wondered if this was typical elsewhere. Pearl responded it was difficult
to compare the sources and types of calls, and this was not covered in
the report. Lynn questioned the statement that "Englewood has 15
civilian code enforcement officers", and was told that included such
other individuals as building inspectors and zoning inspectors. Lynn
challenged Pearl's statement that the research done on this study in
September, 1999 was still accurate and there were probably no changes
to it at this time. Lynn pointed out that the study was done in 1998 and
there has been a significant amount of change in the organization since
that time, resulting in the organization being awarded the Englewood
Outstanding Employee Award in 2000 .
b. Update on Anti-Graffiti program. Roth mentioned the discussion he and
Lynn had had with Faith Weidler of the National Council to Prevent
Delinquency. Ms. Weidler was asking for a named committee
representative to place on the cov·er and within the Responsible
Retailer's Guide that her organization was publishing for the city. After
much discussion, it was agreed to place the name "Chairperson" with
code enforcement's address in the locations indicated. A motion was
made by McCahill and seconded by Hansen to supply the information
mentioned above. The motion passed unanimously.
5. New Business.
a. New member. Vice Chair Roth introduced Mr. John Roberts as the
newest committee member. Roberts made a brief presentation and was
sworn in.
b. July Code Enforcement statistics. Lynn presented the July Monthly
Activity Report. He mentioned that statistics were up appreciably and
surprisingly, and mentioned they would probably remain up as code
enforcement was now getting up to strength. He mentioned that one
officer has been on temporary disability for all of July, but with her

return, the area she deals with, abandoned vehicles, would most likely
return to previous levels .
c. Number of Members on Committee. The committee agreed that the
correct number of members of the committee was seven (7). This was
changed from eleven in February 2000, at the same time the jurisdictions
changed and the sunset clause was removed.
d. Status of leash law. Flaherty produced a working draft of wording
suggested by the City Attorney to add a leash law to the Englewood
Municipal Code. After some discussion, Fischbach suggested all
members take the draft home and review it over the next month and
return n ext month to discuss it ..
e. Hazardous Material Roundup. Lynn presented a flyer to committee
members concerning the Hazardous Material Roundup scheduled for
September 9th and 1 5th. He mentioned the co-pay (residents) cost of this
has risen over the past few years from $2.00 to $5.00 to the present
$10.00, and felt this might lessen participation. Roth mentioned the
cost to the ·city was now $30,000 and the $10.00 co-pay seemed
reasonable.
f. Letter to Mahan party. Lynn read a letter he had written and had signed
by Chair Stankorb to Gary and Mona Mahan, 4821 South Inca Street.
g. Additional publicity for committee. Lynn mentioned he received a phone
call from an Englewood resident who indicated she was unaware of the
Code Enforcement Advisory Committee, what it did, where it met, when
it met, and whether there were any vacancies now or in the future. He
suggested the committee might prepare a short article for the Citizen and
Herald newspapers. Hansen mentioned an article was in the last edition
of the Herald. Lynn agreed to attempt to locate the article and keep it
available for reprinting every six months or so.
6. Topics for September meeting.
a. Further discussion of leash law.
b. Discussion of expiration of terms of office.
c. Humane treatment of animals.
d. August Code Enforcement Monthly Activity Report .

Adjournment.
Member McCahill moved and member Hansen seconded to adjourn the
meeting. The motion passed unanimously and the meeting adjourned at
8:35 p.m.
