CODE ENFORCEMENT ADVISORY COMMITTEE
MEETING MINUTES
JANUARY 19, 2000
Call to Order.
The regular meeting of the Englewood Code Enforcement Advisory
Committee was called to order at 6:40 p.m. by Chair Stankorb in the
Community Room.
Roll Call
Present: Fischbach, Hansen, Stankorb, Roth
Ex-Officio: Flaherty
Absent: Johnson , Hambleton
Approval of Minutes.
MEMBER HANSEN MADE A MOTION THAT THE DECEMBER 15rH,
1999 CODE ENFORCEMENT ADVISORY COMMITTEE MINUTES BE
APPROVED AS READ. MEMBER ROTH SECONDED THE MOTION .
MEMBER FISCHBACH MOVED, AND MEMBER HANSEN SECONDED,
THAT THE AMENDED MINUTES OF THE NOVEMBER 17rH, 1999
CODE ENFORCEMENT ADVISORY COMMITTEE BE APPROVED AS
READ.
Ayes: Fi schbach, Hansen, Stankorb, Roth
Nays: None
Absent: Johnson, Hambleton
The motion carried.
3. Public open forum.
Waived.
4. Old business.
a. Leash Law. Member Fischbach asked for clarification if the leash
law had been settled at the November Code Enforcement Advisory
Committee Meeting. Member Stankorb made note to bring this up
again, as there was some dissatisfaction and lack of consensus in
not pursuing a leash law. Member Stankorb stated that a leash

law wouldn't help in doing what's already being done without a
leash law. Member Fischbach agreed with Member Stankorb's
statement, but added that there are still too many dogs wandering
the streets and in the greenbelts without leashes. Member
Fischbach feels that a leash law is necessary, as we have cities all
around us with leash laws, and why would we object to one?
Member Fischbach would like to pursue the leash law. Member
Hansen shared her experience of being confronted by large dogs
on the street , and Member Fischbach suggested that the
Postmaster come to a CEAC meeting and give statistics on loose
dogs. Member Stankorb stated he felt the presentation done by
the Code Enforcement people was a little stronger than what
needed to be. Member Stankorb stated since there are only two
voting members left on the committee, that this leash law decision
should be put on hold until there are more committee members
present. Member Fischbach agreed, and felt whatever the majority
vote is, then that's what the CEAC committee can support and
pursue. Member Stankorb wanted to bring up the leash law again,
as he felt that some members weren't happy with the outcome.
Assistant City Manager Mike Flaherty stated that the Code
Enforcement presentation given was a staff perspective only.
Flaherty went on to say that proposing a leash law is a policy
decision for the city council to make. There was further
discussion to propose a leash law for Englewood, which Flaherty
explained again the process to take with city council. Member
Stankorb suggested that the leash law be put on March's agenda
for old business, when there will be more voting members present.
b. DMG Maximus Report. Mike Flaherty explained that Steve Fisher
with DMG Maximus has completed phase II of the study done on
the Code Enforcement Division for Englewood. Flaherty briefly
discussed what the study entailed, and will be inviting Fisher to
come to the March meeting and explain it.
c. Graffiti Flyer. Member Fischbach questioned what the graffiti
flyers are to be used for. 400 copies were distributed to Officer
Nancy Peterson for the Neighborhood Watch Program, and 100
copies were given to Member Stankorb for the CEAC members
at the direction of former Chair Allen .

5. New Business .
a. City Council Study session. The Englewood City Council Study
Session will take place on Monday, February 7th, 2000. Member
Stankorb plans to ask city council what they would like to see being done
by the Code Enforcement and Code Enforcement Advisory Committee.
6. Topics for February meeting.
• Year-end report.

The motion carried and the Code Enforcement Advisory Committee
meeting adjourned at 7:53 p.m.
