CODE ENFORCEMENT ADVISORY COMMITTEE
MEETING MINUTES
APRIL 19, 2000
Call to Order.
The regular meeting of the Englewood Code Enforcement Advisory Committee
was called to order at 6:37 p.m. by Chair Stankorb in the Community Room.

Approval of Minutes.
Member Stankorb requested that the February 16,2000 Code Enforcement
Advisory Committee minutes be approved as read. Member Roth made a
motion to approve the minutes, and member Hansen seconded. Let the
record show that the March Code Enforcement Advisory Committee
Meeting was cancelled due to a snow storm.

The motion carried.
3. Public open forum.
Waived.
4. Old business.
a. CEAC Members. Mr. Bill McCahill was introduced and sworn in as a new
CEAC member.
5. New Business.
a. National Graffiti Training Organization. As our Denver liaison, guest
speaker Christina Estes Faraci from The National Council to Prevent

Delinquency spoke on the retailer graffiti program. Mrs. Faraci
discussed what her organization could do for the City of Englewood
in handling the graffiti problem, to include: retailer
workshops/education materials, retailer contact lists, and in-store
signs for businesses. Handouts were given by Mrs. Faraci, showing
which retail shops sell spray paint in the Englewood city limits, with
Member Roth verifying approximately 6-7 businesses. She went on
to explain how her organization will customize a program for
Englewood, addressing the pertinent state, federal, and local laws
for a guideline for responsible retailing. Mrs. Faraci briefly explained
the in-store signs with retailers and how the program works, asking
for feedback from the committee. Member Stankorb asked for
Lynn's input on what other services the city might be involved in
and what our needs would be. Lynn went on to explain some of the
issues that we deal with. Members Roth and Stankorb expressed
their willingness to start the graffiti program soon, possibly for Mrs.
Faraci to return in June to get started. She went on to say what
plan of action she would take, beginning with workshops in meeting
with the retailers. CEAC members voiced their opinions to hopefully
get this program started before school lets out. It was Lynn's
suggestion to Mrs. Faraci to involve Englewood's Police Impact
Team in this program also .
b. Code Enforcement Study. Due to a scheduling conflict, the DMG-
Maximus representatives were unable to attend tonight's meeting.
Their update will be given at the June meeting.
c. Leash Law. Member Stankorb opened the floor for discussions on
a leash law. Member Hansen believes that a leash law is
needed, but she has no confidence that it will be enforced, so
she wants to drop it. Member Fischbach thinks that a $50.00
fee for a dog without a leash should be implemented and
seriously enforced. Member Fischbach shared a dog incident
that happened to her and her dog several weeks ago, in which
a dog charged her. She doesn't feel the leash law would be
enforced because it isn't wanted. She also feels that if Code
Enforcement isn't behind the leash law, then there won't be
any enforcement . Lynn stated that there is already a leash
law for the parks, reiterating Englewood's Code Enforcement
procedures in dealing with stray and/or loose dogs at large.
Lynn went on to say that having an animal control officer on
duty 24 hours a day, 7 days a week for one person requires
an equivalent of 5 full time positions. We won't be getting an
additional 5 positions to have one person out there 7 days a
week. Lynn also reconfirmed Englewood's Code stating a

dog charging a person on the street is considered an attack
by a dog. Lynn stated that the Code Enforcement Officers
are not in favor of a leash law because there are laws on the
books right now that can accomplish the same thing. He also
stated, "If a dog is off a leash and posing a threat to any
individual anywhere in the city, that's a violation". "If the
dog isn't on a leash i n a park, that is clearly a violation and
it's posted in the park". Lynn stated that Code Enforcement
gives out a fair share of notices and violations on this.
Member Stankorb inquired why the officers are so much
against the leash law. Lynn replied with the following
reasons: City of Englewood would be known as a "dog
unfriendly" city. He also mentioned he felt it unnecessary to
add a law that was already on the books. Lynn discussed
what to do with confined stray dogs that you find in your
neighborhood. Member Stankorb asked to call for a vote in
favor of working on a leash law. Majority ruled in favor of a
leash law, and will be discussed further in regards to what
type of leash law they want to pursue. Flaherty added that if
the committee wants to propose a leash law then he advised
them on the proper channels to take with City Council.
6. Adjournment .
Member Fischbach moved, and member Hansen seconded, to adjourn
the meeting.

The motion carried and the Code Enforcement Advisory Committee
meeting adjourned at 8:04 p.m.
