CODE ENFORCEMENT ADVISORY COMMITTEE
MEETING MINUTES
JUNE 20, 2001
1. Call to Order.
The regular meeting of the Englewood Code Enforcement Advisory Committee was
called to order at 6:36 p .m. by Chair Roth in the City Council Conference Room.

2. Approval of Minutes.
Member Blair moved and member Hansen seconded that the minutes of the May 16 ,
2001 Code Enforcement Advisory Committee meeting be approved. The motion carried .

3. Public Open Forum.

Mr. Irving Bennett, a resident at 4040 S. Inca Street, was present. Mr. Bennett requested
some information on what code enforcement was all about, how it worked, how it was
staffed, and what some current issues were. Moore and Lynn answered Mr. Bennett's
questions and provided him with a code enforcement brochure. Mr. Bennett then raised
the issue of blocked sidewalks in the 3800 block of S. Inca Street, to which Lynn
responded it would be resolved in the next day or so.
Old business.
a. City Council First Reading of Animal Issues. Lynn mentioned the City Council
planned on holding the first reading of both animal issues, the rewrite of Title 7-1
including the leash law , and the number of animals amendment on July 16, 2001. Moore
mentioned the delay was caused by his review of the changes and his discovery of a
number of grammatical and spelling errors that needed to be changed. He mentioned
there was nothing substantive in his changes, but he felt the time was right to make all the
changes at once. These changes would also eliminate two paragraphs addressing fees for
animal recovery and holding, in that Englewood no longer charges those fees. All fees

for recovery and holding are now charged by the Colorado Humane Society , the contract
operator of the Englewood animal shelter. Lynn agreed to call all members on the week
before the meeting to remind them of the meeting and to encourage their attendance.
McCahill mentioned there had been some discussion by the Parks and Recreation (P & R)
Commission concerning the impact this amendment would have on City parks usage.
Lynn responded this was indeed the case at this past week 's meeting. The P & R
Commission stated all individuals teaching animal obedience in Englewood would now
be in violation should this bill pass because the classes required a dog to be off-leash for
some of the training. The Committee recognized this problem, and after significant
additional discussion, agreed to present a solution to the dilemma at the July 16th
meeting. At that meeting, the Committee will offer a proposal that all individuals
teaching animal obedience classes (1) possess a current City business license to operate a
dog obedience business , (2) possess a performance bond in a certain amount specified by
Council and (3) possess liability insurance in an amount specified by Council. If a trainer
has these three items and requested a specific date , time and location to hold a class , then
permission could be granted . Chair Roth agreed to present such a proposal at the Jul y
16th meeting. Lynn indicated the bulk of the discussion at last week 's meeting had to do
with the number of dogs permitted at a single property within Englewood. He mentioned
the amendment enabling four animals of any sort would be heard at the July 16111 meeting
by Council. After discussion the Committee agreed on a counter-amendment that limited
animals to two dogs and two cats and included a grandfather clause with a specific date
would be presented by Council Member Yurchick at that meeting.
5. New business.
a. Code Enforcement Monthly Report. Lynn presented the Monthly Code Enforcement
Report for the month of May, 2001 . He noted this was a record month , with 5129 issues
addressed during the month. This surpassed the previous record of 2973 issues in
October of 2000. Much of this increase can be attributed to weeds (967). He brought
attention to the alarming increase in the number of children bitten by dogs, and
commented that code enforcement was preparing a vicious dog training class to be
presented to the elementary schools in Englewood this fall. The number of positive
public relations contacts was also at a record (815 ).
b. Animal licenses. Lynn passed out copies of a proposal concerning the requirement that
all dogs and cats in Englewood be licensed. After significant discussion, the Committee
chose to postpone decisions until the next meeting so all members would have an
opportunity to get familiar with the proposal.
c . RV parking. Chair Roth passed out two city 's ordinances on RV and trailer parking ,
asking that committee members familiarize themselves with the proposals for a
discussion at the next meeting .

Member McCahill moved and Member Blair seconded to adjourn the meeting. The motion
passed unanimously and the meeting adjourned at 8:18 p.m.
