CODE ENFORCEMENT ADVISORY COMMITTEE
MEETING MINUTES
JULY 18, 2001
1. Call to Order.
The regular meeting of the Englewood Code Enforcement Advisory Committee was
called to order at 6:40 p.m. by member Hansen in the City Council Conference Room.

2. Approval of Minutes.

Member Blair moved and member Desmarteau seconded that the minutes of the
June 20, 2001 Code Enforcement Advisory Committee meeting be approved.

The motion carried.
3. Public Open forum.
William and Carol Belt, residents of Englewood , attended the meeting to inquire of
Code Enforcement procedures and the follow up involved. Mrs. Belt asked when do
the code officers call you back and do something about problems . Lynn discussed
Code Enforcement and the five functions it serves: exterior code issues, animal issues ,
parking management , speed trailers , and abandoned vehicles. Lynn explained in detail
the procedures of enforcing the Englewood codes , municipal court procedures, and how
the officers respond to code/animal violations. Mr. and Mrs. Belt discussed the right of
way obstruction of a bush at the southwest corner of Layton and Lipan, with Lynn
responding to perform an investigation the next day.
4. Old business.
a. City Council Meeting. The City Council Meeting to discuss the animal issues was
moved back from Jul y 16 , 2001 to August 6, 2001, as one of the council members was
unable to attend. Lynn replied that there are three animal issues to be presented at this
time , and they are: Colorado Humane Society presentation, the leash law, and how
many animals will be allowed per residence. Lynn strongly recommended that all
members attend this meeting to add strength to Roth 's presentation .

b. National Council to Prevent Delinquency. Lynn distributed the Responsible
Retailer 's Guide for Englewood 's Graffiti program . He asked the committee members
how they would like them to be distributed . Lynn stated that he could give the guides
to Officers Nancy Peterson and Steve Siegal for distribution to the retailers. He added
that this will hopefully help alleviate the accessibility of spray paint to our youngsters.
There was additional discussion regarding Officer Larry Medina 's work on the graffiti
cleanup that he does every Saturday with his juvenile community workers.
5. New business.
a. June 2001 Code Enforcement Monthly Activity Report. Lynn presented the June
2001 Code Enforcement Monthly Activity Report. This month is the second all-time
highest enforcement activity in recorded history (May was highest with 5300). Animals
at large is high , with a recorded number of 118 , dog bites dropped to 6, with a total of
597 weed notices issued. The auto auction held on June 2, 2001 resulted in proceeds in
the amount of $9 ,245.00 . Another auction is scheduled for August 11 , 2001 ,
auctioning 67 vehicles.
b. Animal Licensing. Lynn presented the animal proposals (under title 7) to members .
After significant discussion and differing opinions on how to address each of the
proposals , Lynn solicited suggestions for their next course of action. Member
DeMarteau suggested presenting the proposed draft to the City Attorney to refine all of
the details in it. '
c. Englewood Boards and Commissions Appreciation Night. In appreciation to all of
the Englewood Boards and Commissions Members , the city wants to say "thanks " to
the citizens who serve their community by hosting an Ice Cream Social Thursday ,
August 30 , 2001, 6 -8 p.m. at Cushing Park.

7. Adjournment.
Member DesMarteau moved and member Blair seconded to adjourn the meeting. The
motion passed unanimously and the meeting adjourned at 8 :48 p.m.
