The regular meeting of the Englewood Code Enforcement Advisory Committee was called to order at 6:34 p .m. by member Roth in the City Council Conference Room . Roll Call. Present: Ex-Officio: Absent: 2. Approval of Minutes. Roth , McCahill, Roberts, Olsen Lynn, Moore, Flaherty, Yurchick Hansen , Blair, DesMarteau, Nabholz Member Olsen moved and member Roberts seconded that the minutes of the July 18, 2001 Code Enforcement Advisory Committee meeting be approved. Ayes :· Nays: The motion carried. 3. Public Open forum. Roth, McCahill , Roberts, Olsen None Guests Elsie and Darlene Johnson, residents of Englewood came to observe at the meeting. Ruth and Ned Steel attended the meeting to obtain information on the upcoming animal issues going before the city council meeting on September 41h. 4. Old business. a. City Council Study Session. Roth explained the introduction of the animal issues at a first reading and they are now up for a public hearing on September 4, 2001 at the regular City Council meeting . Roth encouraged everyone to attend, and said the topics of discussion will be the number of animals allowed and the leash law. Questions arose and discussion followed on how to enforce the number of animals at a residence . Lynn indicated that should there be a change to the current rules , he would be publicizing articles in the Englewood Herald and Citizen newspapers and would post announcements on Channel 8 for an extensive period of time. b. Animal Licensing. As directed by the Code Enforcement Advisory Committee at the July meeting , Lynn forwarded the proposals on licensing of animals to the City Attorney . As voted by the committee last month , there were a couple of changes . One was the elimination of a split licensing fee , and the second change was how this could support the hiring of a permit technician. Ruth Steel presented her concerns of why the PAGE 1 • • • incentives for getting animals spayed or neutered were eliminated . She went on to say that Englewood has an enormous dog and cat problem already , and that she's perplexed why this issue isn 't being addressed. Lynn mentioned the whole issue would be back to committee next month for everyone's comments. 5. New business. a. July 2001 Code Enforcement Monthly Activity Report. Lynn discussed the high amount of activity for the month of July. The total number of events in July was 3210 , which was down from the previous month because the weed notices dropped by about 500. Constantly barking dog complaints increased to 38 cases in July. Lynn discussed decriminalizing some of the city code ordinances , and how fines can be addressed. He explained the process in issuing Notice of Violations/Summonses and the time frame involved . He went on to say that if some of the codes were decriminalized it would speed up the whole process. Derelict and abandoned vehicles were up significantly in July , while the amount of cars towed has decreased . b. RV's in front yards. Roth solicited ideas from members on the RV's and what other surrounding cities enforce. Lynn explained the present code for Englewood and will do a survey of what other municipalities enforce. There was additional discussion on how to pursue this: 6. Topics for September 19, 2001 meeting . a. Animal Licenses b. August Code Enforcement Monthly Activity Report c. Follow up discussion on September 4th City Council meeting d. RV's in front yards 7. Adjournment. Member McCahill moved and member Roberts seconded to adjourn the meeting.
