CODE ENFORCEMENT ADVISORY COMMITTEE
MEETING MINUTES
OCTOBER 17, 2001
1. Call to Order.
The regular meeting of the Englewood Code Enforcement Advisory Committee was
called to order at 6:31 p.m. by member Roth in the City Council Conference Room.

2. Approval of Minutes.

Member McCahill moved and member Blair seconded that the minutes of the
September 19 , 2001 Code Enforcement Advisory Committee meeting be approved .

a. Review of City Council Study Session October 15, 2001. Roth reviewed what
discussions took place at the City Council Study Session on Monday evening ,
October 15th. Roth stated that Council Bill Number 36 (leash law) was approved on
a first reading , and Council Bill Number 37 (number of animals) approved on a first
reading also. There was some confusion for the proposed implementation date on
limiting the amount of pets , concluding it to be January 2002. Roth stated he and
member Blair attended both council meetings on the gth and the 15t\ which went
well. Other issues discussed were barking dogs, tethering , and licensing. Roth said
both bills will be going back for a second reading .

5. New business .
a. Dog Licensing. The Committee has received the animal licensing proposal back from
the City Attorney 's office . Several options to include on the licensing fee could be a
flat fee, a discounted fee for spay /neutered dogs, a discounted fee for dogs belonging to
senior citizens , a reduced fee for chipped dogs, and service dogs would be free. Guest
Mary Hoeft gave much input on implementing a sliding scale fee for animal licensing,
and expressed her concerns about improving the animal shelter. Roth suggested the
committee present all licensing options available to City Council in a study session for
them to consider. Suggestions were made in possibly offering rewards to pet owners
who get their animals spayed or neutered. Member DesMarteau spoke of not setting
the differential fees too high so as to treat it like a punishment. Flaherty explained that
irresponsible dog owners in other cities , who haven 't spayed or neutered their dogs, are
penalized with a higher fee in retrieving their animals. He suggested implementing a
smaller fee differential versus a larger one , in being fair to ones that are responsible pet
owners. Lynn presented figures on animal licensing fees in surrounding municipalities
for comparison. Moore mentioned possibly doing subsidized animal licensing as
another approach in setting fees. Discussion followed concerning a presentation to City
Council at a study session. Flaherty will be checking on date availability, which he
stated would probably be late November. Member DesMarteau volunteered to write a
memo stating the committee's stand on flat verses graduated animal licensing fees to
present to council.
a. September 2001 Code Enforcement Monthly Activity Report. Lynn summarized
the September Monthly Report , stating that even though September statistics were
down , parking citations reached an all-time high of 814 . Much of this can be attributed
to the Civic Center lots , Cushing Park, Swedish Hospital , and the high school. The use
of the new parking computers and two full time Parking Management Officers has
helped with this. The next vehicle auction is scheduled for November 1 ih. Lynn
stated even though Code Enforcement issues were reduced, more properties were
posted with a 30-day notice than in previous months , and this is not a good sign.
Reverting to the Posting Notice indicates a lack of cooperation by the residents, and
entails a much greater degree of work on the part of the code officers. Lynn is hoping
that the Code Enforcement Division 's Decriminalization Initiative might reduce the
number of cases going to court in the future . Total number of issues for the month of
September are 2358.

7. Adjournment .
Member Roberts moved and member McCahill seconded to adjourn the meeting. The motion
passed unanimously and the meeting adjourned at 7:58 p .m.
