CODE ENFORCEMENT ADVISORY COMMITTEE
MEETING MINUTES
NOVEMBER 21, 2001
Call to Order.
The regular meeting of the Englewood Code Enforcement Advisory Committee was
called to order at 6:35 p .m . by member Roth in the City Council Conference Room .

2. Approval of Minutes .
Member McCahill moved and member Blair seconded that the minutes of the
October 17 , 2001 Code Enforcement Advisory Committee meeting be approved .

3. Public Open forum.

a. Letter of Recognition of Larry Medina to City Manager. Flaherty read a "thank
you" letter sent to the City Manager in recognition of Code Enforcement Officer
Larry Medina, for his efforts in assisting an injured citizen. Flaherty suggested
through the Ci ty Manager , to honor Larry with an award at a city council meeting in
December. Thi s is one of three heroic deeds Larry has been involved in in the past
two years. Member Blair moved and member DesMarteau seconded that
recognition of Larry Medina be made at an upcoming council meeting. The motion
carried.
4. Old business.
a. Leash Law. Member Roth reviewed the status of the leash law. Roth stated the
leash law came back for a second reading at the last council meeting and it was
subsequentl y tabled until January 7, 2002 . The Parks and Recreation Commission
made recommendations concerning the one-year pilot program, which were rejected

by council. Council then sent it back to Parks and Recreation, suggesting they meet
with the Code Enforcement Advisory Committee in December, to agree on a
compromise. General discussion followed regarding what parks might better be
used and time (s) of the day might best accommodate such a program. Additional
discussion followed about the meeting in December with CEAC and Parks & Rec.
b. Animal Licensing. Member DesMarteau stated that he prepared the summary of
the animal licensing fee structures , sending a copy to Mrs. Ruth Steel for her
feedback . He also sent a copy to Mary Warren , director of the Colorado Humane
Society. Member DesMarteau passed out copies to members , asking for their input
for any changes or comments. Councilperson Yurchick inquired why the fee
structure doesn 't address the "why's" of having an animal licensing program.
Yurchick 's other questions included , how much cost/work is involved in licensing ,
how do you educate the public on it , and how to staff the new program. Lynn
explained several different options on implementing the animal licensing. The
members of the committee reiterated their stand on animal licensing for a nominal
flat fee . Member DesMarteau agreed to add a paragraph concerning the rationale
for an animal licensing requirement and forward it through Lynn and Moore for
inclusion in the council stud y session packets for the December 3, 2001 meeting .
5. New business.
a. October 2001 Code Enforcement Monthly Activity Report. Lynn presented the
October 2001 Code Enforcement Monthly Activity Report. October seemed to be a
good month , reporting an average of 800 parking citations issued. Englewood Code
Officers assisted Littleton in retrieving animals from a tenant eviction. All Code
Enforcement personnel have now been trained in first aid by fire medics. Officer
Marjie Payne investigated the kidnapping of a valuable bird, subsequently finding
the bird and returning it to its proper owner. Officer Wilson was commended last
month for coming up with a solution to the Veterinary Service Clinic on Jason
Street, regarding parking problems at Gart Brothers and Bell Plumbing . Two
officers attended the National Cruelty Investigations Training for one week m
Northglenn. Another officer was in Glenwood Springs for three days of training.
b. Printing of Code Enforcement Brochure. Lynn announced that the CEAC
budget has a balance of $2 ,226.03 . He added , due to a significant number of
changes that will be made to the ordinance (animal leash law & licensing), there is a
need to republish the Code Enforcement brochure and send it out to the public.
This could possibly be done as in prior years , and mail it out with the water bill.
The estimate Lynn received for printing 15 ,000 copies would cost approximately
$2100 . There were suggestions on how to deliver the new brochures. The action
was tabled at this time due to ongoing re v isions to the code and the need for
publishing of all changes at a future date .

Member McCahill moved and member DesMarteau seconded to adjourn the meeting.
The motion passed unanimously and the meeting adjourned at 8:25 p.m.
