The regular meeting of the Englewood Code Enforcement Advisory Committee was called to order at 6:32 p.m. by Chair Roth in the City Manager 's Conference Room. Roll Call. Present: Ex-Officio: Excused: Absent: 2. Approval of Minutes. Roth, McCahill, Blair, Roberts , Olsen, DesMarteau Lynn , Moore , Flaherty, Yurchick, Nabholz Hansen None Member Blair moved and member Olsen seconded that the minutes of the February 21, 2001 Code Enforcement Advisory Committee meeting be approved . Ayes: Nays: The motion carried. 3. Public Open forum. Roth , McCahill, Blair, Roberts , Olsen, DesMarteau None Four guests were present for the public open forum. They were: Rachel Grainger, Cindy Grainger, Pati McCurdy , and Loraine Smith. The Englewood residents came to the meeting to oppose a leash law for cats. Member Roth explained there is already a law that basically explains that cats are not allowed to roam free in Englewood. This is in the current ordinance, Englewood Municipal Code 7-B, and has been in effect for some time , per Flaherty. Cindy Grainger discussed code violations of dogs excreting on her sidewalk. Lynn stated that she can call these violations in to his office and the Animal Control Officers will respond. Lynn stated there is no intent in a proposed change to the EMC to add a leash law for cats. Lynn said there is a proposal which implements a leash law for dogs. The current code states that dogs must be under reasonable control. Lynn went on to say that after six months of study concerning the leash law with the Code Enforcement Advisory Committee , based on the recommendation from the members , a leash law for dogs will be forwarded to the City Council for a minimum of two hearings . PAGE I • 4. Old business. • • a. Animal Issues. Lynn discussed the proposed changes to the Englewood Municipal Code Title 7, memo dated January 18 , 2001, that the City Attorney returned stating that our recommendations were legally sufficient in the format we submitted to him. Per the recommendation of the City Attorney, Lynn di scussed the need to add a paragraph describing what veterinary care means and a definition . There was much discussion on how to include the veterinary care and how to add it to the ordinance . Lynn will be looking at the State Statutes for any discussion of veterinary care. An addition to paragraph 7-lA-5 allowing the use of three-year rabies vaccine was added. Roth made a motion for committee members to accept as written by the City Attorney , with further discussion concerning veterinary care. The vote was unanimous . 5. New business. a. Oath of Office. Bryan DesMarteau read and signed the Oath of Office. b. Code Enforcement Advisory Committee Presentation to City Council. Flaherty reiterated what Director Chris Olson, Safety Services mentioned at the last CEAC meeting . Councilperson Garrett has requested the CEAC to review the code enforcement philosophy , and make a presentation to City Council on May 7 , 2001. Flaherty suggested to Chair Roth that the committee look at and discuss the issues of priorities , enforcement, education, complaint-based enforcement verses proactive enforcement, and any recommendations. Flaherty asked that the report/recommendations come from the committee and not from staff. Chief Moore suggested that the committee meet separately to discuss their issues. A date of Wednesday , April 4 , 2001 , from 6:30 p.m. to 8:30 p.m. was chosen. c. February 2001 Code Enforcement Monthly Activity Report. Lynn presented February 's Monthly Activity Report , discussing each item in detail. He stated there were 2236 issues that were dealt with in February . There was significant discussion concerning the four pages of positive public relations contacts . Guest Ruth and Ned Steel gave their kudos to Chief Moore and Dave Lynn for all their help with the animal issues discussed recently . 6. Topics for April 18, 2001 meeting. a. Animal Issues. b. Adjournment. • • Member McCahill moved and member Olsen seconded to adjourn the meeting.
