Minutes: Code Enforcement Advisory Committee
Special Meeting: April 4, 2001 6:30PM until 7:50 PM

Discussion of question "Is there too much code enforcement in Englewood?"
It is the consensus opinion of the CEAC that the current level of code enforcement, while higher than in the
past, is app ropriate . The redevelopment and improvement efforts currently underway in Englewood, are
primarily centered around the business areas , but for those efforts to be truly successful, the standards for
the surrounding areas must also rise.
The Committee also discussed the 14 item list of Municipal Code issues, and came up
with the following list of priorities.
Since we are already looking at an imal issues, items 2 , 3, 8, 9, and 14 should be our hi ghest priority .
Item 14 , which suggests animal licenses should be a separate proposal , since it is more
likely to draw public protest , and also carries some implementation issues that would need to
be addressed.
Item 11 which deals with towing of vehicles with multiple tickets , would probably be our next priority .
Next would be items l and 10 which concern timing of events in the code enforcement proce ss .
One question that needs to be addressed , perhaps at the meeting with Council, is why the
administrative abatement option given by EMC 15-3-6 is not being used . It appears that the
only option being used is the lengthier one involving a summons and a possible court
appearance.
Item 4 which involves allowing right-of-entry for code enforcement officers.
There was a concern raised that there might be some 41
h Amendment issues . Code
Enforcement Division should put together a list of specific issues that they feel would justify
requiring the right-of-entry , so that a more informed decision could be made .
Items 5 and 6 concerning composting , and odors seem to be related and could probably be addressed
together.
Item 13 involving decriminalization would require considerable research.
Meeting with the City Attorney , and also the Municipal Judge on this issue should probably
be among the first steps .
Item 7 concerning parkin g of trailers in the front yard
Finally, item 12 concerning shopping cart enforcement.
