Call to Order ~ IL The meeting was called to order by Chair, M. Berger at 6:36 Members Present Present: M. Berger, D . Cohn, K. Onsager, A. Fryxell, P. Bogaard-Lapp, Ex-Officio: R. Gillit, R. Russell, M. Robinson, M. McGrath Absent: J. Jordan III. Approval of March 16, 2016 Minutes~ Motion by member K. Onsager, Motion seconded by member P. Bogaard-Lapp; motion was unanimously approved. IV. Public Open Forum (Please limit presentation to five minutes.) None V. New Business ~ Member K. Onsager move to discuss item D of the agenda 1st. Member A. Fryxell seconded the motion; motion was unanimously approved . A. Vacant committee positions/election of new officers Chair M . Berger nominated K. Onsager as Chair; Member P. Bogaard-Lapp seconded the motion; motion unanimously approved. Chair K. Onsager opens for Vice Chair and nominates member D . Cohn , motion seconded by A. Fryxell, motion unanimously approved B. Robert's Rules of Order Chair K . Onsager proposes Committee to follow Robert's Rules of Order "light" on proposing motions, points of order etc. Light meaning just the point of basic order. Thank ou. • • • c. Illegal dumping e ~ Chair K. Onsager reached out on Nextdoor offering opportunity for residential feedback; the main concern was illegal dumping. Vice Chair D. Cohn addressed that trash service in the City of Englewood is required. Ex-Officio Deputy Manager Robinson: You are required by ordinance to carry trash service. If you own a home you are required to have trash service and if you're a tenant the landlord or tenant can set up service. Chair K. Onsager; whose responsibility is it to keep the alleys clean? Ex-Officio McGrath: Code Enforcement working on issues with alley dumping, they see if it's a resident or outside persons and they work with the Public Works Department's schedule to have items illegally dumped removed. Refer calls of illegal dumping to Code Enforcement. Member A. Fryxell would like to see a program start for large item trash pick-up. Murphy: Would have to be approved by council, however, It is costly to the city but could elevate a lot of the issues. Vice Chair D. Cohn: Keep Englewood beautiful has coupons. Committee will look into programs to help residents of Englewood rid of large items. K. Osnager: Move to table for now and move onto next item on agenda . D. De-criminalization of Specific Code Violations (Weeds, Dog at Large, Barking Dog, Snow Removal, etc.) as wett more efficient processes for handling Code violations. (Code Enforcement/Staff) = Ex-Officio McGrath, would like Committee to consider Code Enforcement having authority to issue an Administrative Summons to streamline ticket process and avoid warnings, court, etc. this would not replace Criminal Summonses. Chair K. Osnager would like to develop guidelines and start with a draft comprehensive policy to bring to City Council. Ex-Officio McGrath will have a model policy of other cities in the coming months. Chair K. Osnager spoke with a district 2 resident with ice build-up on sidewalk due to water drainage, this is out of the property owners control; he isn't equipped to keep 6" of ice off of the city sidewalk and fears being sited. This could be a systematic problem. Deputy Manager Robinson: Residents need to contact Public Works to see if they can be assisted with plows or other means of assisting to remove the ice. Chair K. Osnager moves to table until a model policy is established . Vice Chair D. Cohn seconds the motion; motion unanimously approved. Thank ou. • • • E. Increasing Code Enforcement Staffing by adding a working supervisor position (Staff) M. Berger's concerned with funds to pay for another Code Officer. Deputy Manager Robinson: It is not in this budget cycle, however it is something that can be presented to Council to see if there is need to add to next year's budget cycle . Ex-Officio McGrath commented Code Officers are 40% proactive on self-initiated contacts and he would like to see that raise to 50% proactive. A 5th Code Officer could allow for one to be in a manager/working role and attend to daily operations . This person would still be over seen by the Sgt. Chair K. Osnager Motioned to recommend to Council the hiring of a new officer and will draft a request for councils review. Motion seconded by A. Fryxell, unanimously approved. VI. Unfinished Business: fiJ Chair K. Osnager Motioned to take information sheet of developers off the table. Vice Chair D. Cohn suggests having an informational sheet to hand out with permit with instruction to contractor. A. Fryxell would like to look into and include if guidelines are not followed are they subject to fines. Deputy Manager Robinson recommends the committee come up with a strategy for an informational sheet for Community Development to attach to permits. The communications group can fine tune it before proposing to council. This will act as a 2 fold approach; it will let the contractor and residents know what is expected by the city. Vice Chair D. Cohn to send out a draft information sheet to committee send final approach to Deputy Manager. VII. Code Enforcement Significant Events A. Search Warrant at 4230 S. Galapago Code Enforcement has identified several residences in the city and they are addressing individually . This particular address has been condemned. We are addressing these issues with the Impact Team and if need be they are condemned. This is also another reason that a 5th officer could be more proactive in assisting with search warrants . Member A. Fryxell asked if citizens can notify PD with inclinations. Ex-Officio McGrath: The PD has attacraids online now and also have a Crime Analyst in place to focus on hotspot areas; provided knowledge by the public is welcomed. VIII. Cohn motioned to change meeting to 5:30, motion seconded by A. Fryxell, motion was unanimously approved. IX . Adjournment Chair K. O snager motioned to adjourn the meeting at 8:00 Motion seconded by A. FryxelJ, motion unanimously approved .
