The regular meeting of the Englewood Code Enforcement Advisory Committee was called to order at 6:40 p.m. by Chairperson DesMarteau in the City Council Conference Room. Roll Call. Present: Ex-Officio: Absent: 2. Approval of Minutes. DesMarteau, Blair, Crowell, Olsen, Roberts Lynn, Moore, Flaherty, Y urchick, Grazulis Belt, McCahill Member Olsen moved and member Blair seconded that the minutes of the March 20, 2002 Code Enforcement Advisory Committee meeting be approved. Ayes: Nays: The motion carried . DesMarteau, Blair, Crowell, Olsen, Roberts None 3. Public Open forum. Mr. Jim Goodrich was present to observe the workings of the CEAC. 4. Old Business. a. Animal registration presentation. Chairperson DesMarteau opened discussion regarding the City Council Meeting that took place March 18th. Be stated c'ity Council elected to vote down the animal registration proposal. Flaherty expressed "thanks" to the committee members from council for their work on the registration proposal. Member Crowell asked if there were other options available in implementing the animal registration program. DesMarteau asked for Lynn's feedback regarding leash law compliance. Lynn replied that leash law violations were down , observing more objections from Littleton residents than from Englewood residents. A request was made by Member Belt to put on an extra patrol for dogs off leashes at Belleview Park (dogs coming in from Littleton). Further discussion followed on rabies lyr./3yr. vaccination requirements. Chairperson DesMarteau will check with the City Attorney 's office on what the normal fines are for not having rabies vaccinations, and follow-up at next month's meeting. PAGE 1 • • • 5. New business. a. Review of Englewood's snow shoveling ordinance. Concerning Chairperson DesMarteau 's request to change the ordinance from 12 to 24 hours, he asked Lynn to expand on the rationale of keeping the ordinance to 12 hours. Lynn explained that it's a safety issue involved, waiting 24 hours to clear a sidewalk could result in more people traversing an area and slipping. Chairperson DesMarteau withdrew his proposal to look at changing this ordinance. b. Review of CEAC By-Laws. Chairperson DesMarteau discussed Article III, Section 3 of the By-Laws regarding open meetings . After receiving clarification from City Attorney Brotzman on the interpretation of the ordinance , Chairperson DesMarteau will look at possibly re-drafting Section 3. c. Review of Hobby Vehicle ordinance. Chairperson DesMarteau stated that the hobby vehicle ordinance was brought to the committee 's attention by Council Member Yurchick. Chief Moore explained that the ordinance was established in 1991, with a fee in place for residents who owned a hobby vehicle. There was some confusion at the time over the definition of a hobby vehicle verses a derelict vehicle. In conversations with Harold Stitt, Gertrude Welte, and Joyce Parsons, Chief Moore stated that they provided a historical background on the hobby permit fee. He went on to say that initial permit attempts at enforcing the ordinance did not go well, causing great animosity among citizens. After lengthy discussions followed , the Neighborhood Services Supervisor and his superior decided to cease enforcement of the permit requirement. He went on to say that Code Enforcement Officers have been and are presently enforcing all other provisions of storing hobby and derelict vehicles. Discussion followed and questions were asked of Chief Moore and Dave Lynn on procedures and policies for entering properties with derelict vehicles. Chief Moore responded to Member Olsen's inquiry of procedures in handling abandoned vehicles on the street. Member DesMarteau stated that if the committee likes the way the ordinance reads, to leave it the way it is . Chief Moore suggested the members read and review the ordinance to discuss at next month's meeting. I d. E-mail website. Chairperson DesMarteau initiated a motion to . add the Cqde Enforcement Advisory Committee agenda to the city's web-site. Member Roberts made a first motion and Member Olsen seconded the motion. Four Members were in favor with one abstension. e. City of Englewood lOOth Anniversary. Chairperson DesMarteau read a letter received from Assistant City Manager, Mike Flaherty , inviting committee members to serve as a volunteer on a committee to help organize the celebration of Englewood's lOOth Anniversary. f. Transcribing/Recording equipment for Recording Secretary. Recording Secretary Sue Osborne asked the committee for approval to purchase new PAGE2 • • • transcribing/recording equipment. She mentioned that having the proper equipment to do recordings would assist her in doing the minutes in a more efficient manner. Chairperson DesMarteau suggested that Osborne get some price quotes and bring them before the committee at the May meeting. 6. Topics for May 15, 2002 meeting. a. Review CEAC By-Laws b. Hobby vehicle licensing discussion c. Follow-up of penalty enforcement on Rabies Vaccinations d. April 2002 Monthly Activity Report e. Approval of Recording Secretary's equipment f. Abandoned Shopping Cart proposal 7. Adjournment. Member Olsen made a motion to adjourn and Member Blair seconded the motion.
