CODE ENFORCEMENT ADVISORY COMMITTEE
MEETING MINUTES
JUNE 19, 2002
1. Call to Order.
The regular meeting of the Englewood Code Enforcement Advisory Committee
was called to order at 6:4 0 p.m. by Vice Chairperson Blair in the City Council
Conference Room.

2. Approval of Minutes.

Vice Chairperson Blair made a motion that the minutes of the May 15 , 2002
Code Enforcement Advisory Committee meeting be approved as amended.

3. Public Open forum.

Mr. Jim Goodrich was present to discuss his application for a Code
Enforcement Advisory Committee position. He was told that at the present
time there are no board openings. Jim added that the committee has a lot of
administrative issues that need to be worked on.
4. Old Business.
a. Review CEAC By-Laws. The reviewing of the CEAC By-Laws was put on
hold until Chairperson DesMarteau returns to the cotnmittee with clarification
from City Attorne y Dan Brotzman. Member McCahill offered to review the
By-L aws and present a proposal at Jul y's meeting.
b. Hobby Vehicle Ordinance. Discussion referenced the Hobby Vehicle
Lic ens ing Ordinance being passed by Ci ty Council with a 5-2 vote . Member

Crowell inquired of the definition of hobby vehicles , with Lynn providing a
response from the Englewood Municipal Code. Council Member Yurchick,
through a council request, has asked the committee to look at the number of
vehicles allowed per property. It was asked of the Recording Secretary
Osborne to do a survey of the surrounding cities on the allowance of the
number of hobby/derelict vehicles per property. Member Blair offered her
assistance in conducting this survey.
c. Penalty enforcement on Rabies Vaccinations. Members concurred to set
this aside for old business in July until Council Member Grazulis returned .
5. New business.
a. Abandoned Shopping Cart Proposal. Officer Steve Siegal passed out
copies of his Abandoned Shopping Cart Proposal to everyone. He elaborated
on the purpose and the definition of the proposal , adding that store owners
should be responsible for their own shopping carts. Officer Siegal went on to
say there is no specific written policy in place at the present time that enforces
how to pick up the carts. He briefed the group on an incentive program in
place at Cub Foods, whereby shoppers are rewarded for returning shopping
carts. Lotto drawings and T.V. raffles were suggested as incentives for
returning shopping carts. Further discussion ensued. Lynn commented that
Code Enforcement vehicles are not equipped or prepared to haul shopping
carts , and suggested looking at Public Works as a means of enforcing the
abandoned cart proposal. He went on to say the store owners should be
penalized if they don 't comply , as this involves a lot of work to enforce . Lynn
also stated he felt that some kind of incentive plan could be very successful.
Of the four-committee members present, all were in a unanimous decision that
this issue takes a low priority on their list. Committee members asked of
Council Member Yurchick to approach city council on their intentions on how
to pursue the cart issue.
b. May 2002 Code Enforcement Monthly Activity Report. Lynn explained
the Code Enforcement Statistics for May have appreciably risen due to weed
issues (335 violations). Animal issues remained fairly constant from the
previous month. Parking tickets were reduced to 603 from 721 in April due to
school recess . Much of May was in dealing with follow ups on prior
violations . Other incidents that Code Enforcement assisted on were the
delivery and storage of nine oversized modular building parts from Sweden,
and assisting Englewood Police on an overturned liquid nitrogen truck .

7. Adjournment.
Member Belt made a motion to adjourn and Member Crowell seconded the
motion. The motion passed unanimously and the meeting adjourned at 8:05
p.m.
