The regular meeting of the Englewood Code Enforcement Advisory Committee was called to order at 6:43 p.m. by Chairperson DesMarteau in the City Council Conference Room. Roll Call. Present: Ex-Officio: Excused: Absent : 2. Approval of Minutes . Blair, McCahill, DesMarteau, Crowell Lynn, Moore, Yurchick, Grazulis Flaherty, Belt Olsen Member McCahill made a motion and member Blair seconded that the minutes of the June 19, 2002 Code Enforcement Advisory Committee meeting be approved. Ayes: Nays : The motion carried. 3. Public Open forum. No guests present. 4. Old Business. Blair, Mc Cahill, DesMarteau, Crowell None a. Review CEAC By-Laws. Member McCahill disclosed the suggested changes he made on the By-Laws. After much discussion the committee were all in favor of the new changes. Lynn agreed to make the necessary changes, putting it in the City Attorney's format, and having committee members review it at the next meeting. b. Hobby Vehicle Licensing. Lynn mentioned that the new ordinance removing all mention of permits and permitting fees became effective last month. PAGE 1 • • • c. Penalty enforcement on Rabies Vaccinations. Lynn indicated new changes had been made to the fine schedule , raising fees from the flat rate at $50 per violation in force previously. He went on to say that since July the fines have been based on a sliding scale. Chairperson DesMarteau summarized the Colorado State Statutes on rabies vaccinations which falls upon the County Health Department. He went on to say that cities/municipalities can enact ordinances beyond what the county deems appropriate for rabies requirements. Lynn stated the City of Englewood has enacted its own procedures on this. He added that cruelty to animals recently went from a misdemeanor to a felony. The committee was in agreement as to how Lynn and his staff will be enforcing the rabies vaccinations. In an attempt to educate citizens, Lynn volunteered to write an article about rabies vaccination fees in the Englewood Citizen and Herald. Further discussion followed on how to track and monitor this through the courts. Lynn will gather additional information on this for next month 's meeting. d. Abandoned Shopping Carts. Vice Chairperson Blair summarized Officer Steve Siegal's Abandoned Shopping Cart proposal. The committee concluded that merchant's don 't care about the shopping carts, and ultimately feel that this is a low priority on the committee 's list. The members asked if council could look at the proposal. As per Council Member Yurchick, Mayor Bradshaw sent a letter to all of the major retailers regarding shopping cart retrieval. Chairperson DesMarteau recommended to defer the issue and revisit it in 6 months. All members were in agreement. 5. New business. a. Survey of vehicles on properties. As a result of a request from Mayor Bradshaw, Lynn indicated he was assembling information from 18 municipalities on derelict and abandoned vehicle laws . The information was not quite finalized, but it will be done shortly and a copy will be sent to each member and discussed at next month 's meeting . b. June 2002 Code Enforcement Monthly Activity Report. Lynn informed committee members of a busy month in June, numbers are up appreciably from May. Weed issues are up (335/May to 518/June), fewer abandoned vehicles tagged and towed , and parking citations were up due to the opening of Bally' s. Officer Caroline Faseruk attended a Saturday class on animal behavior training, and Officer Marjie Payne presented five sessions on bird selection, handling and care at three Denve r Libraries. Code Enforcement manned a booth at the Tent Talk on June 13 1h . Lynn mentioned the reprinting of the informational brochure to be distributed over the next 3 months. Code Enforcement Officer 's Appreciation Week was celebrated from June 24 - June 28, 2002. Cherry Hills Police has requested Englewood to assist them with their animal calls while their officer is out on a maternity leave. Lynn added that the number of animal calls would probably go up due to this. PAGE2 • • • 6. Topics for August 21, 2002 meeting. a. Review Revision of the CEAC By-Laws b. Member McCahill made a motion to adjourn and Member Crowell seconded the motion.
