HomeMy WebLinkAbout2002-08-21 CEAC MINUTES• • • -~·· -~ 1. CODE ENFORCEMENT ADVISORY COMMITTEE MEETING MINUTES AUGUST 21, 2002 Call to Order. The regular meeting of the Englewood Code Enforcement Advisory Committee was called to order by Vice Chairperson Blair in the City Council Conference Room. Roll Call. Present: Ex-Officio: Absent: Blair, McCahill , Crowell Lynn, Moore , Grazulis Olsen, Belt, DesMarteau, Flaherty, Yurchick 2. Approval of Minutes. The Minutes of the Jul y 17 , 2002 meeting were not voted and approved , due to lack of members present to create a forum . 3. Public Open forum. Former Code Enforcement Advisory Committee Chairperson Don Roth , and Jim Goodrich were present. Mr. Goodrich mentioned attending a council meeting Monday evening, with discussion over the Uniform Building Code. Mr. Roth expressed his concerns over the recent proposal in the Englewood Herald regarding eliminating derelict vehicles . He was concerned that Council would address this issue while failing to adopt an animal licensing program. It was mentioned that the committee had mixed feelings on the animal licensing proposal. 4. Old Business. a. Review CEAC ·By-Laws. Member McCahill looked at the changes Lynn made to the By-Laws and gave his o.k. He added that to amend the By-Laws , it would have to be amended at two thirds of a vote of the members present. He sug ge sted waiting until next meeting when there would be a quorum to vote . b. Penalty enforcement on Rabies Vaccinations. Lynn summarized the memorandum he sent to committee members regarding retrieval of rabies vaccinations information. As per the Clerk of the Municipal Court, it is not PAGE 1 • • • ' -. ----:;· - possible at the present time to determine how many dogs had rabies vaccinations at the time of capture but were not in possession of a rabies tag . Lynn estimated that approximately 39% of Englewood dogs are vaccinated against rabies. It was mentioned that possibly in the near future if a new computer system is implemented by Municipal Court, that it would be conducive in retrieving this information. Additional discussion followed on possibl y doing promotions , encouraging citizens to get their animals spayed and neutered . Lynn volunteered to survey local veterinarians in Englewood to see if they would be interested in doing a program in conjunction with the Colorado Humane Society. c. Survey of vehicles on properties. Lynn went over the results he gathered on the surve y of vehicles on properties. Member McCahill thanked Lynn for his work on it. Chief Moore stated that City Attorney, Dan Brotzman is almost finished re-drafting the vehicle storage ordinance. 5. New business. a. Follow-up on City Council Study Session August 12, 2002. Lynn commented on behalf of Chairperson DesMarteau concerning the outcome of the August 12 , 2002 meeting. Lynn added , a "DV" must be running , insured and in a garage with a door (no tents), in essence eliminating junk cars on private property. Every vehicle must also be on a hard surface, no blue tarps , no DV's in front yards , and not visible from the street. RV's must be at least 18" from the sidewalk, subject to grandfathering . Lynn suggested the committee wait until a draft is received from the City Attorney and look at it for the next meeting. McCahill inquired why there hasn 't been a reply back from Brotzman since last October on the De-criminalization issue. He feels that it makes sense on some of the ordinances to just pay a fine and be done with the v iolation instead of going to court. Chief Moore replied he would follow up with the City Attorney on the status of it. It was also suggested to invite the City Attorney to the Code Enforcement Advisory Committee meeting September 18th. b. July 2002 Code Enforcement Monthly Activity Report. Lynn started discussion of the monthly report stating that the Abandonded Vehicle Officer has been out on short-term disability, thus the drop from June in the abandoned vehide issues. Parking citations dropped by more than 100 from June , indicating more compliance by Bally 's customers at the Civic Center garage. Weed notices increased their seasonal climb to 592 in one month. He went on to say there were 123 right of way obstruction notices issued in July, responding from requests of the Public Works Department around school zones in preparation for the opening of Englewood Schools in mid August. The number of violations corrected increased to a near record of 657 in July. He also mentioried that Englewood was providing mutual aide to Littleton, PAGE2 • • • ------ Cherry Hills, and Sheridan. Lynn concluded by saying Code Enforcement also responded to 11 council requests in July. 6. Topics for September 18, 2002 meeting. a. Review CEAC By-Laws b. Dan Brotzman, City Attorney, to discuss De-criminalization status , and follow up regarding inoperable vehicles c. August 2002 Monthly Activity Report 7. Adjournment.
