The regular meeting of the Englewood Code Enfo rc ement Advisory Committee was called to order at 6:32 p .m. by Vice Chairperson Blair in the City Council Conference Room. Roll Call. Present: Ex-Officio: Absent: A quorum was present. Also Present: 2. Approval of Minutes. Blair, Belt, McCahill, Hoagland, Goodrich Lynn, Flahe1iy, Yurchick , Grazulis Crowell City Attorney Brotzman Resident Caroline Faseruk Member McCahill moved, and Member B elt seconded the motion to approve the minutes of the regular meeting of September 18, 2002 . Member Goodrich abstained. All were in favor. The motion carried. 3. Public Open Fo rum. None. 4. Old Business. a. Revisit th e Re-draft of changes made to the Inoperable Vehicle Ordinance. After considering all of the boards comments, City Attorney Brotzman presented proposed changes made to t he ordinance. He explained that the fi r st part of the ordinance deals with inoperable vehicles (residential, commercial), and the second part of the ordinance pertains to off road vehicles (excluding recreational vehicles, i.e. ATV's, boats, race cars). He sai d these must be stored in a garage, or behind a solid fence if they' re in the side or rear yard. He discussed changing the ord inance to a four ( 4) hour time limit, allowing maintenance of vehi cles in front yards. Members Hoagland and Goodrich were opposed to the 4 hour time limit, explaining that maintenance on a vehicle could take as long as 72 hours . Members Belt and McCahill were in agreement with Brotzman, allowing eight (8) hours, or one full day to PAGEl • • • complete maintenance on vehicles. Member Belt made a motion to change the time from 4 hours to 8 hours. There was no second to the motion. Additional discussion followed on Inoperable Vehicles in Business Zoned Districts. Member Hoagland volunteered to head up a committee to look at zoned areas with salvage yards. Because the DRAFT had just been received and the members had no time to review it, Vice Chairperson Blair suggested that the members take this DRAFT ordinance home and return at next month 's meeting to review it. The storage of Off Road Vehicles (ORV) was discussed next. Members agreed to review this DRAFT and discuss it at the next meeting, as well. b. Outdoor Storage issues. Attorney Brotzman explained this would be a separate ordinance , and he will be drafting it and bringing it back to the committee at a later date. c. Decriminalizatio n initiative. Attorney Brotzman also informed the members that this initiative will be drafted and brought back to the committee for review. a . Approval of Revised CEAC By-Laws. After some discussion of numerous discussion points prepared by City Attorney Brotzman, Member McCahill volunteered to take the By-Laws, and have a proposal at the next meeting . 5. New business. b. Nomination/election of new Chairperson. Vice Chairperson Blair opened the floor for nominations for a new Chairperson. Member McCahill made a motion and member Goodrich seconded it that Member Belt be appointed Chairperson. All were in favor. The motion carried. c. September 2002 Code Enforcement Mo nthly Activity Report. Lynn observed Leash Law violations dropping in September to 13 , with other animal iss ues dropping as well. Tree letters increased from 3 to 27, with weed violations decreasing. Lynn also informed the committee of the numerous graffiti issues Code Enforcement has been dealing with. They increased from 14 to 27 notices in September, and are even higher for the month of October. In conclusion, Lynn stated that four officers assisted with E.H .S . Homecoming Parade, and three officers attended the Fall meeting of the Neighborhood Watch. d. October 2002 Code E nforcement Monthly A ctivity Report. Lynn indicated most figures for the month of October have increased slightly. The number of dead animals collected and transported to the Colorado Humane Society increased during the month , as well as a significant increase of animal s-at-large captured and transported to C.H.S. Lynn added that Leash Law violations increased from 13 in September to 22 in October. In addtition, PAGE2 • • • Code Enforcement is now taking two violators to Municipal Court because of leash law violations. Lynn continued, remarking that parking citations remained consistently high, ranging between 535 and 840 per month for the past six months. He summarized weed notices declining, and trash and litter notices issued were up from 95 in September to 133 in October. He added that Englewood has been hit hard by a number of graffiti taggers, adding that one main tagger has been caught, but a number of incidents continue. In conclusion, two officers attended a 40 hour certification class sponsored by The National Animal Control Agency, four officers attended and were certified in recognizing methamphetamine drug lab hazards, and Officer Payne conducted a class on animal identification and care at a local Christian school. 6. Adjournment. Member Blair made a motion to adjourn and Member Hoagland seconded the motion. The meeting was adjourned at 7:55 p.m. All were in favor. The motion carried.
