CODE ENFORCEMENT ADVISORY COMMITTEE
MEETING MINUTES
DECEMBER 18, 2002
1. Call to Order.
The regular meeting of the Englewood Code Enforcement Advisory Committee
was called to order at 6:28 p .m. by Chairperson Belt in the City Council
Conference Room.

2. Approval of Minutes.

Member Goodrich moved, and Member Blair seconded the motion to approve
the minutes of the regular meeting of November 20 , 2002. All were in favor.
The motion carried.
3. Public Open Forum.
Resident Karen Stenson came to discuss the off leash program at Bates-Logan
Park. She stated she enjoys the off leash privileges at the park, and has heard
that there has been complaints received about the park. She went on to say that
she , as well as her neighbors in the area, want to be aware of and address any
problems that might arise in protecting their park privileges. Resident James
Johnson came to observe the meeting , as he might be applying for a position on
the CEAC board.
4. Old Business.
a. Revisit the Re-draft of changes made to the Inoperable Vehicle
Ordinance. Committee members have reviewed the residential part of the
ordinance and were taking additional time to clari fy if the draft is appropriate
for business districts. Member Hoagland pointed out that the committee has

never really received any specific requests from City Council on what changes
they wanted made . Member Hoagland addressed some residential zoning
proposals he feels council is asking for, referencing derelict/hobby vehicles,
recreation vehicles, vehicle tarps, and outdoor storage. Co uncil Member
Y urchick disclosed council's consensus that would not permit storage of
inoperable vehicles in front yards, including other out door storage in back
yards also. Attorney Brotzman indicated to the committee that beginning
discussions first started on this when defining the Derelict/Hobby Vehicle
definition . Additional discussion followed . Member Belt made a motion and
Member Blair seconded it to send the proposed changes on the ordinance to
City Council for their re view. All in favor. The motion carried.
b . Review recreational vehicle p rop osed ordinan ce. Attorney Brotzman is
waiting for a reply from the Zoning and Planning committee regarding front
yard setbacks, and will report back to the committee at that time.
c. Outdoor storage issues . Attorney Brotzman will report at a later date on this
ordinance to the committee.
a. Approval of Revised CEAC By -Laws . Attorney Brotzman and Member
McCahill have had prior discussions over re -drafting of the By-Laws,
addressing secret voting and open meeting issues. Brotzman stated there will
be a new draft on this ready for the next CEAC meeting.
5. New business.
a. Review Leash Law Pilot Program . Council Member Yurchick inquired
of the committee to have Dave Lee from the Parks and Recreation Department
in asking him to attend the February meeting , discussing the follow up of a
one-year review of the program. Additional comments and suggestions
followed on how to keep the program running smoothly. Yurchick asked if
Code Enforcement has received many calls for dogs off leash. Osborne
replied that the number of incidents over dogs off leash was only a handful , as
the statistics on this have gone down.
b. November 2002 Code Enforcement Monthly Activity Repo rt . Chairperson
Belt questioned the 2 court cases coming up regarding leash law violations.
The number of animal summonses issued was up to 24 in November verses 13
in the previous month. Graffiti issues have been very high for the month of
November. Pos sible so lutions on preventing graffiti tagging were discussed.
An announcement was made referencing the city vehicle auction is now going
to be handled by Hinson 's Towing Company.
c. Swearing in of Code Enforcement Advisory Committee Members .
Members Belt, Goodrich, and Hoagland were sworn in.

7. Ad journment.
Member Blair made a motion to adjourn and Member Goodrich seconded the
motion. The meeting was adjourned at 7:52 p.m. All were in favor. The
motion carried.
