The regular meeting of the Englewood Code Enforcement Advisory Committee was called to order at 6:35 p.m. by member Roth in the City Council Conference Room. Roll Call. Present: Ex-Officio : Excused: 2. Approval of Minutes. Roth, McCahill , Blair, Roberts, DesMarteau Lynn , Moore , Flaherty, Yurchick, Grazulis Olsen Member McCahill moved and member Blair seconded that the minutes of the December 19 , 2001 Code Enforcement Advisory Committee meeting be approved . Ayes: Nays: The motion carried. Roth, McCahill, Blair, Roberts, DesMarteau None 3. Public Open forum. Animal protector , Ruth Steel and her husband Ned came to observe. 4. Old business. a. Animal Registration. Chairperson Roth discussed Lynn's outline of the City Council presentation on animal registration to be presented February 11th. Roth welcomed discussion. Member McCahill advised giving council a "heads up " on the length of the presentation. Yurchick mentioned he had requested some information from Mary Warren (Executive Director, Colorado Humane Society) and is waiting to hear back from her. Yurchick inquired what the software licensing program would cost. Lynn replied the cost would be approximately $1,000 . Lynn also mentioned that PetData was a company in Dallas, Texas and explained how it provides animal registration. Lynn added that PetData would be available through an Internet connection. Grazulis asked for references from other cities who currently use PetData. Lynn provided three letters of satisfaction. Referring to the outline , Lynn went on to say that HSUS, ASPCA , and ICMA very strongly recommend animal registration and differential licensing fees. Flaherty shared with PAGE 1 • • • the group a copy of Arapahoe County's Dog Licensing registration . McCahill asked if there was going to be a re-vote on the animal licensing fee structure , as there was not a unanimous decision with members whether or not a flat fee was the committee 's choice . Guest Ruth Steel asked what the rationale of a flat fee is . Additional discussion followed whether to re-vote or not to re-vote . At the present time the Code Enforcement Advisory Committee members are not unanimous in their decision to re-vote on the licensing fee , although an informal poll at this time showed four members favored a differential fee and one member chose not to vote. Lynn recommended that the members continue discussions at a later date when he will have additional information available. Flaherty indicated he would postpone the February 11th presentation until March. 5. New business. a. Constantly Barking Dogs. Roth opened discussion regarding constantly barking dogs. Lynn prefaced the need for this discussion , which is to determine what needed to be done at this time. The issue began with several residents at the Study Session voicing their opinions over barking dogs. L ynn presented the background on Englewood 's polic y of barking dogs, as directed by the Prosecuting Attorney. It states that it takes two neighbors to complain , and be willing to go to court in order to process a constantly barking dog complaint. According to Council Member Grazulis , the Council and the City Attorney discussed the two-neighbor complaint requirement , and they agreed on it to continue to read that way , with a slight change in the definition of the word , "neighborhood ". This definition was to be very clear that it needs two or more neighbors to testify in court and to remove the reference to "a person passing to and fro ". b. December 2001 Code Enforcement Monthly Activity Report/2001 Annual Report. Lynn presented the December 2001 Code Enforcement Monthly Activity Report. A lot of training occurred in December for Code Officers , and there were several absences due to vacations for the holidays. Lynn stated that the numbers were down slightl y due to this. The number of reports were 2,245 . Concerning the Annual Report , Lynn compared an upward trend be ginning in the 1999 calendar year to the present. Lynn discussed animal issues reflecting very positively; a lot of the bad things are going away , a lot of the good things are coming up. He stated there will be a leash law in effect in February. He attributed the increase of parking tickets as a result of hav ing two Parking Management Officers , and also due to the recent purchase of the hand-held computers. The number of vehicles sold at auctions has increased also . Lynn stated that the three Abandoned/Parking Management people have been moved over to Traffic as of January 1, 2001 . PAGE2 • 6. Member McCahill moved and member DesMarteau seconded to adjourn the meeting. The motion passed unanimously and the meeting adjourned at 8 :28 p.m .
