Englewood Code Enforcement Advisory Committee
Meeting M inutes
July 20, 2011
I. Call to Order
Vice Chair Susan Bayless called the regular meeting of the Englewood Code Enforcement
Advisory Committee to order at 6:30 p.m.
Roll Call
Members Present: Susan Bayle ss, Marjorie Becker, Heather Roberts , James Jordan, Linda Hart,
Mary Berger, and Doug Cohn (Alternate).
Council Liaisons: Bob Mccaslin, Rick Gillit
Ex -O ffic io Members Present: Commander Tim Englert, Sergeant Mark McKay and Deputy
Manager Michael Flaherty
Guest: Marty Mosman
A quorum of the Committee was present.
II. Approval of Minutes
Member Becker made a motion to approve the minutes of the May 18 , 2011. The motion was
and seconded by Member Berger. The minutes were unanimously approved.
III. Open Public Forum
Former Committee Chair Marty Mosman thanked the Committee for providing her the
opportunity to serve and for their efforts with the di ffic ult issues that the Committee had
addressed , especially those dealing with storage off-road ve hicle. Committee members thanked
Marty for her service.
VI . New Business
A.New Members Oath of Office
Newly appointed members James Jordan , Heather Roberts and Alternate Member, Doug
Cohn were provided with and signed the Oath of Office for the Code Enforcement Advisory
Committee .

B. Election of Officers
Due to the absence of two members , Vice Chair Susan Bayless made a motion to defer
election of officers until the next Committee meeting. The motion was seconded by
Member Jordan and was passed unanimously.
C. Potbellied Pigs
City Council has referred the issue of classifying potbellied pigs as pets , rather than
livestock. Deputy Manager Flaherty distributed two ordinance related to potbellied pigs
from other jurisdictions . The Committee requested that the discussion be deferred until the
September meeting in order for members to conduct research.
V. Unfinished Business
A. Storage of off-road vehicles.
Commander Englert provided an update to the Committee on the recommendations that the
Committee had forwarded to City Council on storage of off-road vehicles. Englert informed
the Committee that City Council would discuss these recommendations at their Study
Session on July 25 , 2011 , and that the City Attorney had drafter six bills based on the
Committee 's recommendations for City Council to consider. Vice Chair Bayless encouraged
Committee members to attend .
VI. Monthly Activity Report
Commander Englert stated that he had recently been promoted to the position of Police
Commander. He introduced Sergeant Mark McKay. Sergeant McKay had recently been
promoted to his new rank and is now the supervisor of Neighborhood Services , which
includes Code Enforcement. Committee members congratulated Commander Englert and
Sergeant McKay. McKay told the Committee that with the retirement of Code Officer Larry
Medina, two officers are currently providing code enforcement. However, a third officer,
Susan Snell , has recently been hired and will be begin training and be in the field when her
training is complete. McKay also offered members the opportunity to "ride-along " with a
Code Officer.
Items of interest in the May activity report included 316 weed , 102 trash and litter , 70 graffiti
and dogs running at large cases. Notice of violations is down somewhat due to the position
vacancy.
VII. Announcements
New members Roberts , Jordan and Cohn provided the other members with their respective
background information and interest for volunteering for the Code Enforcement Advisory
Committee .

Member Berger made a motion to adjourn , which was seconded by Member Roberts.
The motion carried. The meeting was adjourned at 7:15 p.m.
