CODE ENFORCEMENT ADVISORY COMMITTEE
MEETING MINUTES
JUNE 18, 2003
1. Call to Order.
The regular meeting of the Englewood Code Enforcement Advisory Committee
was called to order at 6:35 p.m. by Vice Chairperson Blair in the City Council
Conference Room .

A quorum was present.
2. Approval of Minutes .
Member Johnson moved and Member Goodrich seconded the motion to approve
the minutes of the regular meeting of May 21 , 2003. All were in favor. The
motion carried.
3. Public Open Forum.
None .
4. Old Business.
a. Outdoor Storage issues. Tricia Langon , Senior Planner, Community
Development, discussed the current plans that her department is working on.
They are in the first phase of the rewriting of the entire zoning code to include
residential , commercial , and industrial areas . She pointed out that phase one
will go to a public hearing this summer , adding that phase two will take place
over the next few years. Nancy Reid , City Attorney , asked the committee to
hold off on any decisions until they can meet with the planning and zoning
committees and look at residential neighborhood zoning. Reid inquired of the
committee what their goals are with the ordinance. Committee members were
in agreement that their interest lies with residential zoning issues , not
commercial. Member Hoagland made a motion and Member Johnson seconded
it to change 15-7-4 : Outdoor Storage: A. from All R Zone Districts to read: All
Residentially Zoned Districts. All were in favor. The motion carried . Member

Outdoor Storage: A.-2. from machinery or items described in EMC 16-8-1,
Junk to read: machinery or items defined in Title 16 as amended. All were in
favor. The motion carried. Member Hoagland made a motion and Member
McCahill seconded it to change 15-7-4: Outdoor Storage: B. Zone Districts
Other Than R to strike all paragraphs. All were in favor . The motion carried.
5. New business.
a. Nuisance Ordinance. Member Hoagland made a recommendation to the
committee to change the Nuisance Ordinance #D, and reword it to include
a reference to the current West Nile Virus situation. Attorney Reid stated the
Nuisance Ordinance is enforceable as it stands now, but if the committee
. wishes to make changes, that she and Attorney Brotzman can make any changes
needed. Sergeant Sanchez added that a WNV Form is in the process of being
drafted . He explained that the form will be helpful in the process of emergency
abatements on properties if needed.
b. May 2003 Code Enforcement Monthly Activity Report. Sergeant Sanchez
read the Monthly Statistics for May 2003. He informed the committee of the
revised DAFR System being implemented. He presented a copy of the Thirty
(30) Day Posting Form , asking members if they would consider shortening the
time allowed from thirty days to seven days. Additional information was offered
by Sanchez and Attorney Reid, regarding policy procedures that the Code
Enforcement Officers must take when abating properties. Attorney Reid also
mentioned, that a Five (5) Day Posting isn't enough time , and that it would be
more feasible to change it to a 7 -14 day notice.
6. Topics for July 16, 2003 meeting.

b. Thirty (30) Day Posting follow up
c. June 2003 Monthly Activity Report
7. Adjournment.
Member Hoagland made a motion and Member Johnson seconded it to adjourn
the meeting. The meeting was adjourned at 8:30 p.m . All were in favor. The
motion carried .
