The regular meeting of the Englewood Code Enforcement Advisory Committee was called to order at 6 :45 p.m. by Member Goodrich in the City Council Conference Room. Chairperson Crowell and Vice Chairperson Blair were both absent. ::· Roll Call. Present: Excused: Absent: Goodrich, Hoagland, Johnson, Calahan Collins , Grazulis Crowell , Blair, Bartnick Ex-Officio : Sanchez, Flaherty, Comer A quorum was present. 2. Approval of Minutes. Member Hoagland moved and Member Johnson seconded the motion to approve the minutes of the regular meeting of September 1 7, 2003 . All were in favor. The motion carried. 3. Public Open Forum. None . 4. Old Business. a. Inoperable Vehicle Ordinance. Member Goodrich suggested the committee table discussions on the Inoperable Vehicle Ordinance for the November meeting , since three committee members are absent. Member Hoagland stated the solid fence definition (UDC code) should have "tighter" wording to it. Additional discussion followed. Member Johnson made a motion and Member Hoagland seconded it to delete the wording "behind a solid fence " from the Inoperable Vehicle Ordinance. All were in favor. The motion carried. The new ordinance will contain the following wording: Any INOPERABLE or OFF ROAD VEHICLE must be EITHER stored in a fully enclosed garage OR to the rear or side of the property providing the vehicle is on a HARD SURFACE, AND SCREENED FROM VIEW OF ADJACENT PROPERTIES AND PUBLIC RIGHTS OF WAY. PAGE 1 • • • b. Outdoor Storage. It was decided to table this for discussion at the November meeting. c. Decriminalization. Attorney Dugan Comer explained how the Decriminalization List came about. Member Johnson addressed several items to be changed on the list. Assistant City Manager Mike Flaherty emphasized the committee 's goal is to decide what items they want/don't want to change, forwarding their recommendations to council , decriminalizing some or all of the issues. Member Calahan made a motion and Member Johnson seconded it to table the Decriminalization list until other committee members have had a chance .to discuss it. d. Glare. After a lengthy discussion , a motion was made and seconded it to table this for a later date. 5. New Business. None. 6. Topics for November 19, 2003 meeting. a. Inoperable Vehicle Ordinance b. Outdoor Storage Draft c. Code Enforcement Monthly Activity Report 7. Adjournment. Member Hoagland made a motion and Member Johnson seconded it to adjourn the meeting.
