The regular meeting of the Englewood Code Enforcement Advisory Committee was called to order at 6:32 p.m. by Member Goodrich in the City Council Conference Room. Roll Call . Present: Ex-Officio: Goodrich, Hoagland, Johnson , Calahan, Bartnick, Crowell Sanchez, Flaherty, Reid A quorum was present. 2. Approval of Minutes. Member Goodrich approved the minutes of the phone poll for the October14th meeting. Council Liaison Yurchick introduced the newly elected City Council Member, Laurett Barrentine. Committee members introduced themselves, welcoming Ms. Barrentine to the board . 3. Public Open Forum. None. 4. Old Business. a . Unified Development Code (UDC). Attorney Reid advised the committee the U nified Development Code is in a i 11 revision, first reading was held last week, and scheduled for Public Hearing January 5, 2004. Reid added this was a result of CEAC' s recommended changes to the ordinance. She also mentioned whatever changes come about, that the outdoor storage and zoning ordinances must be meshed and coordinated together in a cohesive manner. Reid will re- verify Title 15-7-4Al and it's application to residential verses commercial areas, and also clarify definitions of the word "store". Member Johnson read through his recommended changes on outdoor storage issues he passed out to members. Member Hoagland made a motion and Member Johnson seconded it to accept Title 15-7-4A-1 as written, with the deletion of the word "permanently". All were in favor. The motion carried. Member Hoagland made a motion and Member Johnson seconded it to change the wording in Title 15-7-4A-2 to read, "Personal property includes, but is not limited to" . Additional discussion followed regarding specific problems with the Inoperable Vehicle Ordinance. Sanchez made mention of the committee's intention in PAGE 1 • • • taking out specifics on the fencing issues . Sanchez added, at the present time , City Council has advised the suspension of enforcement until there is further clarification on the Inoperable Vehicle Ordinance. Member Bartnick made a motion and Member Johnson seconded it to take out , "behind a solid fence" under Title 15-9-1 A-4 , including all additional references thereafter. After more discussion , with all members in agreement, it was unanimous to delete the previous motion, referencing "behind a solid fence". All were in favor. The motion carried. Sergeant Sanchez suggested clarification on Title 15-9-1A2 and Title 15-9-1A4, Inoperable Vehicles , to determine how many inoperable/off road vehicles can be allowed on properties. Member Johnson made a motion and Member Bartnick seconded it to change all singular references to plural references when addressing the number of inoperable and off-road vehicles. All were in favor. The motion carried. 5. New Business. a. Nomination for Vice Chairperson. Chairperson Crowell opened the floor for nominations for Vice Chairperson. Member Johnson nominated Member Goodrich . Member Bartnick nominated Member Johnson. Member Goodrich received one vote and Member Johnson received two votes. Member Calahan abstained from voting. Member Johnson had a unanimous vote in his favor. Member Johnson is the new Vice Chairperson . 6. Topics for January 21, 2004 meeting. a. Inoperable Vehicle Ordinance b. Outdoor Storage Draft c. Member Johnson made a motion and Member Hoagland seconded it to adjourn the meetin g. The meeting was adjourned at 8:33 p.m . All were in favor. The motion carried.
