CODE ENFORCEMENT ADVISORY COMMITTEE
MEETING MINUTES
FEBRUARY 19, 2003
1. Call to Order.
The regular meeting of the Englewood Code Enforcement Advisory Committee
was called to order at 6:30 p .m . by Chairperson Belt in the City Council
Conference Room.
Roll Call .
Present: Belt , Blair, Crowell , McCahill , Hoagland , Goodrich,
Johnson , Bartnick
Ex-Officio : Sanchez, Collins , Yurchick , Grazulis
Excused: Flaherty
A quorum was present.
2. Approval of Minutes.
Member McCahill moved and Member Goodrich seconded the motion to
approve the minutes of the regular meeting of January 15 , 2003. All were in
favor. The motion carried.
3. Public Open Forum.
None.
4. Old Business.
a. Review De-criminalization List. City Attorney Brotzman passed out copies
of the revised changes on the De-criminalization List. Brotzman explained
that Code Enforcement deals with criminal issues , and if some issues were
decriminalized , this would help "streamline the process " of enforcement.
Additional discussion followed. Member Goodrich made a motion and
Member Blair seconded it to accept the revised De-criminalization List as is.
All were in favor. The motion carried .
b. Outdoor storage issues. City Attorney Brotzman ex plained that Council is
requesting a public hearing on inoperable vehicles . Members concluded that
outdoor storage in front and side yards is an issue. Brotzman will return at the
next meeting with new copies of the revised ordinance .
c. Discussion of the new CEAC By-Laws. Copies of the new revisions were
distributed. Member Hoagland suggested the committee review it, and bring
it back fo r discussion at the next meeting.

d. Graffiti offenses. Member Hoagland raised questions if retailers are storing
spray pa int properl y. He also questioned if Englewood 's graffiti ordinance
was stron g enough. Additional discussion followed regarding Title 7-6E-9,
Possession of Graffiti Materials by Minors Prohibited, to add the term
"acid " to the Englew ood Municipal Ordinance . Member Blair made a motion
and Member Hoagland seconded it to change the ordinance accordingly. All
were in favor. The motion carried. Attorney Brotzman will return at next
month 's meeting with the new draft.
5. New business.
a. City Council Study Session February 10, 2003. Member McCahill
reported back to the committee that Council has accepted the CEAC's
recommendation to do the revisions on the inoperable vehicle ordinance .
Attorne y Brotzman explained to members he will make the requested
Changes and forward it on to Council for a first-reading at a public hearing.
e. January 2003 Code Enforcement Monthly Activity Report. Sergeant
Sanchez re ad the monthl y stats for January. Although total issues for the
month of January are down to 1832 from 1948 in December, most all issues
have gone up. Lieutenant Collins indicated he would like to continue seeing
monthl y totals drop , as he believes in taking a "knock-and talk" approach on
educating citizens on ordinances verses citing them.
f. Election of New Chairperson. It was a unanimous decision of committee
members to vote in Jonathan Crowell as the new Code Enforcement Advisory
Committee Chairperson .
6. Topics for March 19, 2003 meeting.
a. Discussion of the new CEAC By-Laws
b. Outdoor storage issues (new proposal)
C; Proposed Graffiti Ordinance
d. Zonin g pre sentation regarding car lots
7. Adjournment.
Member Johnson made a motion to adjourn and Member Crowell seconded the
motion. The meeting was adjourned at 7 :52 p .m. All were in favor. The
motion carried.
