CODE ENFORCEMENT ADVISORY COMMITTEE
MEETING MINUTES
APRIL 16, 2003
1. Call to Order.
The regular meeting of the Englewood Code Enforcement Advisory Committee
was called to order at 6:37 p.m. by Chairperson Crowell in the City Council
Conference Room.

A quorum was present.
2. Approval of Minutes.
Member McCahill moved and Member Johnson seconded the motion to approve
the minutes of the regular meeting of February 19, 2003. All were in favor. The
motion carried.
3. Public Open Forum.
None.
4. Old Business.
a. CEAC By-Laws. Attorney Brotzman addressed questions that arose from
Members Johnson and McCahill. Member Hoagland proposed changing the
wording in Article III Section 2, Special Meeting, adding an amendment to the
By-Laws, automatically providing a special meeting time be added. Discussion
followed among members. Chairperson Crowell made a motion and Member
Hoagland seconded it to approve the amendments to the By-Laws.
b. Outdoor Storage. Attorney Brotzman presented the new proposal on
outdoor storage . Members expressed their concerns that the ordinance is too
vague, other suggestions were inclusions of enforcement on porches, and
if so , how it would affect the workload of the Code Enforcement Officers .
Attorney Brotzman offered to rewrite the proposal to address visibility from
the street, including the front porches , blue tarps, and junk issues. Members
also asked of Brotzman to include provisions to completely prohibit any
objects that can collect water due to the West Nile Virus situation. Additional
discussion followed regarding residential verses industrial zoning properties.
Council Member Y urchick asked of Brotzman to insert in the ordinance, 15-7-

4-A-3C, adding the words , "except I1 and 12 '', leaving the word "commercial"
reference still in it.
a. Proposed Graffiti Ordinance. Reference City of Englewood Municipal Code
7-6F-11 on graffiti , Attorney Brotzman relayed to the committee that the word
acid be added to the list , and the possession of graffiti materials by minors is
prohibited. Member Goodrich made a motion and Member Bartnick seconded
it to accept the newly proposed graffiti changes , forwarding it to Council.
b. Inoperable Vehicles. Attorney Brotzman announced there will be an
Inoperable Vehicle Public Hearing this coming Monday evening.
5. New business.
a. West Nile Virus. Sergeant Jeff Sanchez explained to the committee that the
Code Enforcement Officers are working on the West Nile Virus issues fairly
aggressively. He went on to say that most of his people have been to several
training seminars on the WNV. Member Hoagland approached the committee,
asking that a special meeting take place next Wednesday , April 23 , 2003. It was
suggested that Jim Ulrich be contacted to give the presentation.
b. Pit Bull issue. Council Member Yurchick announced that City Council is
requesting that the CEAC Committee look at the Pit Bull issue. Yurchick
stated at the present time there is no law prohibiting Pit Bulls. This issue arose
after a complaint was received by Code Enforcement. Additional discussion
followed . The general consensus of all persons in attendance was to add vicious
dog material to the ordinance , not singling out Pit Bulls in particular. This will
be discussed at the next meeting under new business. Member Hoagland made a
motion and Member Bartnick seconded it , to invite Code Enforcement Officer's
and Attorney Dan Brotzman to the next Code Enforcement Advisory Committee
Meeting to discuss the Pit Bull/vicious dog issues. All were in favor. The
motion carried .
c. February/March 2003 Code Enforcement Monthly Activity Reports.
Sergeant Sanchez read the February 2003 Code Enforcement Monthly Report,
with a total of 2423 issues for the month. March 2003 Code Enforcement
Monthly Report reflects a total of 2395 issues, with Code Enforcement trying to
be somewhat lenient on issuing snow notices after the aftermath of the blizzard
of 2003 , due to the enormity of the storm.
6. Topics for April 16, 2003 meeting.
a. Discussion of the new CEAC By-Laws
b. Outdoor storage issues (new proposal)
c. CEAC discussion of Pit Bull /vicious dogs
d. West Nile Virus

Code Enforcement gave several "verbal" snow removal warnings in the aftermath
of the Blizzard of 2003. Other "low key " enforcement and verbal warnings
continue on tree branch/tree removal efforts . Two officers attended training, and
one officer attended a West Nile Virus meeting. Numerous verbal and written
parking contacts were made in lieu of citations or abandoned vehicle tags .
