CODE ENFORCEMENT ADVISORY COMMITTEE
MEETING MINUTES
MAY21, 2003
1. Call to Order.
The regular meeting of the Englewood Code Enforcement Advisory Committee
was called to order at 6:37 p.m. by Chairperson Crowell in the City Council
Conference Room.

A quorum was present.
2. Approval of Minutes .
• Member Johnson moved and Member Goodrich seconded the motion to approve
the minutes of the regular meeting of April 16, 2003. All were in favor. The
motion carried.
3. Public Open Forum.
Member Goodrich welcomed Code Enforcement Officer's Marjie Payne and
Larry Medina.
4. Old Business.
a. CEAC By-Laws. Members of the committee approved the revised CEAC By-
Laws atthe last meeting.
b. Outdoor Storage Proposal. Attorney Brotzman previously distributed new
revisions to the outdoor storage proposal. Brotzman was asked by committee
members to redefine the definition of the word "junk" that currently exists in the
ordinance. It will be brought back to the committee at the next meeting for
review.
5. New business.
a. Pit Bull/vicious dogs. At a previous meeting arising from a citizen complaint, it
was suggested to look at changing the ordinance banning Pit Bulls from
Englewood. Officer Payne and Officer Medina stated the ordinance works very
well , and that it is a good ordinance the way it stands now. They both reiterated

that Englewood 's Destruction Hearing Ordinance works very well. Sergeant
Sanchez handed out statistics from Tri-County Health Department regarding
breed specific dog bites. Member Johnson made a motion and Member
Goodrich seconded it to leave the ordinance the way it is.
b. April 2003 Code Enforcement Monthly Activity Reports. Sergeant Sanchez
reported Code issues to be up from 2395 to 2638 , resulting in numerous weed
issues being up , with graffiti statistics on the downhill. He went on to say that a
large amount of Code issues have been dealing with the aftermath of tree
branches from recent snow storms.
c. West Nile Virus, Marjie Payne. Code Enforcement Officer Marjie Payne
discussed the West Nile Virus approach , sharing reports she has researched, as
well as informing members on what to look for. She will keep the
committee informed of any updates.
6. Topics for June 18, 2003 meeting.
a. Outdoor storage issues (new proposal)
b. Nuisance Ordinance
• c. May 2003 Monthly Activity Report
7. Adjournment .
Member Blair made a motion to adjourn and Member McCahill seconded the
motion. The meeting was adjourned at 7:30 p .m. All were in favor. The motion
carried.

Code Enforcement has still been spending a large amount of time over downed
tree branch issues from the past snow storms, and numerous weed issues. West
Nile Virus Training is ongoing in the department. There were 5 speed trailer
placements , 43 vehicles checked and in compliance , 4 VIN insp ections , and 8
pub lic relations contact s over parking issues .
