Minutes from the Meeting of
July 21, 2010
PRELIMINARY COMMENTS
CALL TO ORDER
The regular meeting of the Englewood Code Enforcement Advisory Committee was called
to order at 6:44 p.m. by Chair Mosman.
Roll Call
Pr esent: Chair Mosman and Members Bayless, Hart, Hinger, and Alternate Member
Skinner.
Participated by Conference Call : Member Becker.
Absent/Excused: Members Berger and Wilson.
A quorum was present
Ex-Officio Members Present: Council Liaison G illit and Staff Liaisons Flaherty and Sergeant
Englert.
Participated by Conference Call: Coun cil Liaison Mccaslin.
Guests Present: Englewood Citizens Stan Wright, Marvin Fulton , John En gland , Virginia
Heller, Matthew Crabtree and five other guests .
APPROVAL OF MINUTES
A motion was made by Member Bayless and seconded by Member Hart to approve the
minutes of the May 19, 2010 meeting. There being no changes, the minutes were approved
as submitted.
IV . PUBLIC OPEN FORUM
Englewood Citizens expressed concerns.
Stan Wright -Motor homes
John England -Parking o rdinances, City easements
Virginia Heller -Storage of utility trailers
Marvin Fulton -RV's, trash collection
V. NEW BUSINESS
a. Off-road vehicles/Recreational vehicles/Trailers: Regulations and Enforcement
Sergeant Englert provided additional background information. Discussion ensued.
Chair Mosman called a Special Meeting of the Code Enforcement Advisory
Committee for August 18, 2010 .
Marj Becker made a motion to create a subcommittee to study the Off-Road
Vehicle/Recreational Vehicle/Trailers: Regulations and Enforcement ordinance, and
report back at the next meeting. Seconded by Susan Bayless. The vote was
unanimous.
This subcommittee will be comprised of all regular and alternate CEAC members and
will meet prior to August l 8 1h.
VI. UNFINISHED BUSINESS
a. Costs of Residential Abatement Liens
The average cost for a full abate of an abandoned or foreclosed house is around $200
based on the contractor's time and number of people crew to do the abatement. In
addition to the direct cost of the contractor, there is a 25% City administrative fee. If
it goes to a lien through the County, the County adds additional costs.
b. Medical Marijuana Dispensaries
The moratorium on medical marijuana has been extended to May 2011 . The City
currently has three centers for dispensing marijuana.
c. Status of the City's Mural Ordinance
This is part of the City's sign code and this is currently in Planning & Zoning for review.

City Council has extended the moratorium on enforcement of temporary signs. •
VII. CODE ENFORCEMENT REPORT
a. May/June 2010 Statistical Reports
Sergeant Englert reported on enforcement trends, answered Committee questions,
and there was a brief discussion on signs.
VIII. TOPICS FOR FUTURE MEETINGS
• Off-road vehicles/Recreational vehicles/Trailers: Regulations and Enforcement.
IX. ADJOURNMENT
There being no further business, the meeting adjourned at 7:42 p.m. The next meeting will
be August 18, 2010.
