CODE ENFORCEMENT ADVISORY COMMITIEE
Minutes from the Meeting of
March 17, 2010
CALL TO ORDER
H The regular meeting of the Englewood Code Enforcement Advisory Committee was
called to order at 6:37 p.m. by Chair Mosman.
Roll Call
Present: Chair Mosman and Members Bayless, Becker, Hart, Hoagland, Wilson and
Alternate Member Berger.
Absent/Excused: Member Hinger.
A quorum was present
Ex-Officio Members Present: Staff Liaisons Flaherty and Sergeant Englert.
Ex-Officio Members Absent/Excused: Council Liaisons Gillit and Mccaslin.
Guests Present: Citizen Andy Berger and City Police Impact Team Christian Contos, Perry
Schelpeffer, Chad Read, and Joel Jose.
APPROVAL OF MINUTES
t.f1l A motion was made by Member Becker and seconded by Member Hoagland to
approve the minutes of the January 20, 2010 meeting. There being no changes, the minutes
were approved as submitted.
111. PUBLIC OPEN FORUM
~ No one was present for a Public Open Forum.
IV. NEW BUSINESS
a. ~-Zoological Permits
Member Bayless inquired about permits for keeping bees. A short discussion ensued.
V. UNFINISHED BUSINESS
a. Clarification of Difference Between 2008 and 2009 Activity Levels
~The method of reporting dog bite incidents has been changed by ordinance
creating some difference in activity totals. Also, ca lls for service were reduced in 2009
due to an officer being out on sick leave.
b. Clarification on Enforcement of Handicap Parking on Private Property
B Tim Englert reported that Parking Enforcement staff o nly has jurisdiction over •
vehicles which are parked in handicapped spaces without a permit. Availability of
parking spaces covered by plowed snow must be addressed with the property owner.
c. Introduction of Impact Team
~ Impact Team Supervisor Christian Contos introduced Perry Schellpfeffer, Chad
Read, and Joel Jose. A fifth member, Matt Mander, is out ill this evening. Christian
Contos discussed the history of the Impact Team, current funding, and their
assignments . Discussion ensued.
d. Questions on Mace
~ Chair Mosman asked about the legality of using Mace on an attacking dog.
Sergeant Englert advised there should be no issue if the animal is menacing. He will
check into the legality of Mace versus Pepper Spray. Discussion ensued.
VI. CODE ENFORCEMENT REPORT
a. (0 January/February 2009 and 2010 Statistical Reports
Sergeant Englert reported on past and current enforcement trends and answered
questions from the Committee. Discussion ensued.
b. ~ Member Becker suggested that Code Enforcement work variable hours.
Sergeant Englert advised that Code has one person on staff during the day on Saturdays.
Issues that come up on Sunday or in the evenings can be addressed by Patrol and they
often do respond to animal complaints. A Code Enforcement officer is on call
weekends, nights and evenings in case there are animal issues Patrol cannot handle.
Code officers receive referrals from Patrol 's initial contacts and Code foll o ws up on
issues . Discussion ensued.
VII. E] TOPICS FOR FUTURE MEETINGS
• Any unresolved animal control issues with the Post Office.
• Possible zoning violation with snow plowed and stored in handicapped parking
spaces on private property.
• Legality of Mace versus Pepper Spray.
• Humane Society of South Platte Valley's policy on accepting animals from the public
on weekends.
