The regular meeting of the Englewood Code Enforcement Advisory Committee was called to order at 6 :34 p.m. by Vice Chairperson Johnson in the City Council Conference Room. Roll Call. Present: Ex-Officio: Excused: Goodrich , Hoagland , Johnson, Calahan, Bartnick Sanchez, Flaherty , Barrentine Crowell A quorum was present. 2. Approval of Minutes . Vice Chairperson Johnson entertained a motion to approve the December 17 , 2003 minutes. Member Hoagland made a motion and Member Bartnick seconded it to approve the minutes. All were in favor. The motion carried . 3. Public Open Forum. Englewood resident Gerry West came to discuss the Inoperable Vehicle Ordinance , referencing a Summons (in actuality, it was a Notice of Violation, not a Summons) he received from Code Enforcement for his boat/trailer. Sergeant Sanchez explained to Mr. West that enforcement of the ordinance has been suspended until further clarification. He has notified his Code Enforcement team to "not enforce " the Inoperable Vehicle Ordinance. Additional discussion continued with Mr. West. 4. Old Business. a. Inoperable Vehicle Ordinance. Committee members were in agreement to recommend the approval of Title 15-7-4A 1, Inoperable Vehicle Draft Ordinance , with the deletion of the word "permanently". Member Bartnick made a motion and Member Hoagland seconded it to accept the ordinance and forward it to City Council. Three members were in favor , two members were opposed. The motion carried. Sergeant Sanchez inquired of committee members , what their intentions are, for the "screened from view" definition, i.e. if the intent is to use the UDC definition. Additional discussion continued. Member Hoagland made a motion and Member Bartnick seconded it to go with the UDC 's definition of "screening". The motion was unanimous. The motion carried. PAGE 1 .r-. • • • b. Outdoor Storage. Assistant City Manager Mike Flaherty handed out copies of the UDC/Inoperable Vehicle Ordinance/Outdoor Storage Ordinance/Go Peds Packet Distribution. Flaherty advised committee members of the upcoming City Council Study Session next Monday, January 26th , 2004 , 6:30 p.m. in the Community Room, whereas council will be addressing the Inoperable Vehicle and Outdoor Storage Ordinances with CEAC members. Sanchez, as well as Flaherty, highly recommended committee members attend the Study Session. Member Hoagland made a motion and Member Goodrich seconded it to have City Council adopt the Outdoor Storage Ordinance (Draft) as amended, by the Code Enforcement Advisory Committee. All were in favor. The motion carried. 5. New Business. a. Code Enforcement Monthly Activity Report (s). Sergeant Sanchez provided Code Enforcement Statistics for October, November, and December 2003 . 6. Topics for February 18, meeting. 7. a. Code Enforcement Monthly Activity Report b. Code Enforcement Advisory Committee Annual Treasury Report c. Discussion of City Council Study Session, Monday, January 26, 2004 Adjournment. Member Johnson made a motion and Member Bartnick seconded it to adjourn the meeting. The meeting was adjourned at 7:50 p.m . All were in favor. The motion carried.
