CODE ENFORCEMENT ADVISORY COMMITTEE
MEETING MINUTES
FEBRUARY 18, 2004
1. Call to Order.
The regular meeting of the Englewood Code Enforcement Advisory Committee
was called to order at 6:35 p.m. by Vice Chairperson Johnson in the City Council
Conference Room.
Roll Call.
Present: Crowell , Johnson, Hoagland, Goodrich, Bartnick, Calahan,
Estes , Gehr
Ex-Officio: Sanchez, Flaherty, Barrentine
A quorum was present.
2. Approval of Minutes.
Member Johnson made a motion and Member Bartnick seconded it to approve the
minutes of the January 21 , 2004 meeting. All were in favor. The motion carried .
Introductions were made , and everyone welcomed new member Daryl Estes and
alternate member Doole y Gehr.
3. Public Open Forum.
None.
4. New Business.
a. Code Enforcement Monthly Activity Report. Sergeant Sanchez
provided highlights of the Code Enforcement Statistics for January 2004 .
There were a total of 2 ,680 issues for the month.
b. Code Enforcement Advisory Committee Annual Treasury Report.
Vice Chairperson Johnson provided copies of his CEAC Annual Treasury
Report to members and staff. Member Johnson discussed what the actual
expenditures were for the 2003 budget. He gave his suggestions on
streamlining the CE A C account , on ordering supplies , printing costs , etc.,
in lieu of the possibility of Sue 's position being terminated. Assistant City
Manager Flaherty reminded members of the committee 's capability in
spending the budgeted money in the account as they see applicable. After
additional discussion , Member Goodrich made a motion and Member
Johnson seconded it to spend money from the account as needed. All
were in favor. The motion carried.

c. Discussion of City Council Study Session, Monday, January 26, 2004.
Sergeant Sanchez stated recommended changes to the Inoperable Vehicle
Ordinance and Outdoor Storage issues were forwarded to council. The
following changes were made:
• Allows only one (1) inoperable vehicle, requires it must
be screened from view (no more fencing requirement)
• Excludes trailers from the definition of inoperable
vehicles
• Section 3 of the Off Road Vehicle Section parallels the
Inoperable Vehicle Section except, one (1) ORV trciiler
may be stored in a carport, without screening, where no
inoperable vehicle may be stored in a carport, allows
more than one (1) ORV if all of them after the first one
are screened. Two (2) snowmobiles on one (1) trailer
will equal one (1) ORV
Flaherty explained that the ordinance will be approved on first reading at
the council meeting March 1, 2004.
5. Topics for March 17, 2004 meeting.

ordinances and the interaction of city codes and real estate covenants

Adjournment.
Member Johnson made a motion and Member Calahan seconded it to adjourn the
meeting. The meeting was adjourned at 7:30 p .m. All were in favor. The
motion carried.
