The regular meeting of the Englewood Code Enforcement Advisory Committee was called to order at 6:35 p .m. by Vice Chairperson Johnson in the City Council Conference Room. · Roll Call. Present: Crowell, Johnson, Hoagland, Goodrich, Bartnick, Calahan, Estes Excused: Barrentine Absent: Gehr Ex-Officio: Sanchez, Flaherty A quorum was present. 2. Approval of Minutes. Member Hoagland made a motion and Member Calahan seconded it to approve the minutes of the February 18 , 2004 meeting. All were in favor. The motion carried. 3. Public Open Forum. None·. 4. New Business. a. b. Committee discussion of memo re: city authority to make and enforce ordinances and the interaction of city codes and real estate covenants. Committee Members were in agreement that the memo written March 9, 2004 by Nancy Reid, City Attorney, regarding Englewood's Home Rule Charter referencing city codes and covenants , is comprehensive and thorough. Additional discussions followed amongst members and staff. Assistant City Manager Flaherty offered additional clarification on the home rule municipality. Code Enforcement Monthly Activity Report. Sergeant Sanchez read the Code Enforcement Statistics for February 2004. There were a total of 2,388 issues for the month . Sanchez re-emphasized that his philosophy on Code Enforcement is public relations, giving verbal warnings for voluntary code compliance instead of issuing a Notice of Violation. He PAGE 1 • • • c. also mentioned he would be looking at making changes to the Notice of Violation form . Code Enforcement Strategic Planning. For future strategic planning, Sergeant Sanchez solicited committee member's input on their expectations of Code Enforcement. He asked the committee of what Code Enforcement is doing, or should be doing, i.e., to be more proactive or more reactive. Sanchez added, that his goal is for voluntary code compliance, public contact, educating and resolving problems , and avoiding issuance of a Notice of Violation or a Summons. Commi.ttee members were in favor of the following: aggressive enforcement, survey cards to mail out , neighborhood knock and talks, and customer service training for Code Enforcement Officers. 5. Topics for April 21, 2004 meeting. 6 . a. Amendments to the Code Enforcement Advisory Committee By-Laws b. Code Enforcement Monthly Activity Report c. Notice of Violation Revisions d. Code Enforcement Sample Survey Adjournment. Member Bartnick made a motion and Member Hoagland seconded it to adjourn the meeting. The meeting was adjourned at 7:44 p.m. All were in favor.
