City of Englewood Code Enforcement Advisory Committee Minutes from the Meeting of April 15, 2009 I§] CALL TO ORDER The regular meeting of the Englewood Code Enforcement Advisory Committee was called to order at 6:32 p.m . by Chair Mosman. Roll Call Present: Chair Mosman and Members Bayless, Hinger, and Hoagland. Absent/Excused: Members Becker, Hart, and Wilson . A quorum was present. Ex-Officio Members Present: Council Liaisons Mccaslin (arrived 6:33 p.m.) and Penn and Staff Liaisons Flaherty and Sergeant Contos Ex-Officio Members Absent: None ·~ APPROVAL OF MINUTES A motion to approve the minutes of the March 18, 2009 meeting was made by Member Hoagland and seconded by Member Bayless . The Committee approved the minutes as submitted . ,l?lJ PUBLIC OPEN FORUM None IV. NEW BUSINESS a. Trash and Litter 1 '_,§ The Committee discussed potential volunteer programs to clean up trash and litter particularly on park trails. V. UNFINISHED BUSINESS a. Report from the City Attorney's Office on Dangerous Animal Ordinance l?] After talking with Prosecuting City Attorney Dugan Comer, Mike Flaherty advised the Dangerous Animal Ordinance seems to be working well and there is no issue with it. Discussion ensued . b. Training and Ownership Issues for At-Risk Dogs l?lJ Linda Hart is putting together a list of trainers or resources for use by Judge • Atencio and Code Enforcement officers. c. Update on Informational Piece on Trees for the City Website !tJ Member Bayless , Staff Liaison Flaherty and Webmaster Leigh Ann Hoffhines will meet regarding this tomorrow. d. Update on Newcomer Information for the City Website ~ Staff Liaison Flaherty advised that a direct link from the Newcomer Information page to Code Enforcement has been added to the City website. Council Liaison Penn requested that a link to the City's Newcomer Information page be added to the Englewood Chamber of Commerce web site. Staff Liaison Flaherty will look into putting the Code Enforcement brochure on the City Website. VI. CODE ENFORCEMENT MONTHLY REPORT ~ Sergeant Contos reported that the animal shelter reopened this morning after being closed for two weeks because of a distemper outbreak. The Court appointed • custodian is overseeing the shelter with Susan Friedenberg, a former shelter employee, working as facility manager. Sergeant Contos indicated their ope rations are much improved and they work very well with our Code Officers. Discussion ensued . Sergeant Contos advised that the Oprah Winfrey show will feature a segment on the Colorado Humane Society animal shelter. Council Liaison Penn will bring in a copy of the show for the Committee to view. Sergeant Contos reported on monthly activities . He advised that numbers for March 2008 are down from last year except for graffiti which has increased slightly. Late winter/early spring months are slow and calls for code enforcement are down. VII. TOPICS FOR FUTURE MEETINGS It] • Report from various Committee members on potential trash and litter programs . • Linda Hart's report on training and ownership issues for at-risk dogs. • Update on adding the Code Enforcement Brochure to the City website. • View Randy Penn's copy of the Oprah Winfrey segment on the Colorado Humane Society animal shelter. 2 • I VIII. MISCELLANEOUS COMMENTS • The Farmers Market in Englewood will open May 2nd and run from 8 a.m. to 2 p.m . each Saturday through October 31 •t . It will be setup in the vacant lot at the southwest corner of Englewood Parkway and Broadway. The Neighborhood Garden will be discussed at the City Council meeting on May 4th. • • Council Liaison Penn encouraged members to schedule a ride along with Code Enforcement.
